Pakistan and Saudi Arabia Discuss $2 Billion Fighter Jet Deal
Pakistan and Saudi Arabia are currently in negotiations to convert approximately $2 billion of Saudi loans into a deal for the JF-17 Thunder fighter jets. This development marks a significant step in military cooperation between the two nations, particularly following the signing of a mutual defence pact in September 2023.
The ongoing discussions reflect the shifting dynamics of military alliances in the region. Pakistan is grappling with severe financial challenges, while Saudi Arabia is redefining its security strategies amid uncertainties surrounding U.S. commitments in the Middle East.
Details of the Proposed Agreement
According to two sources familiar with the discussions, the negotiations focus specifically on the procurement of JF-17 fighter jets. These light combat aircraft, developed jointly by Pakistan and China, are produced domestically. One source indicated that the overall value of the deal could reach $4 billion, with an additional $2 billion earmarked for associated equipment beyond the loan conversion.
The discussions gained particular urgency following recent regional tensions, including Israel’s military actions targeting Hamas in Doha. The mutual defence pact signed last September established a framework for collaborative security efforts, committing both nations to regard any aggression against one as an attack on the other.
Military and Economic Implications
The potential deal is not only a military agreement but also a strategic economic maneuver. Pakistan’s Air Chief, Zaheer Ahmed Baber Sidhu, recently visited Saudi Arabia for talks on enhancing military cooperation. Reports from Saudi Arabia’s news outlet, SaudiNews50, highlighted the significance of these discussions for both countries.
Retired Air Marshall Amir Masood, a military analyst, noted that Pakistan is also engaged in discussions with six other countries regarding the JF-17s and associated systems. He emphasized that the aircraft’s combat history has bolstered its appeal in the international market.
Pakistan has previously deployed the JF-17 during conflicts with India, showcasing its operational capabilities. This track record has contributed to increased interest from potential buyers.
Financial assistance from Saudi Arabia has played a crucial role in stabilizing Pakistan’s economy. In 2018, Saudi Arabia announced a $6 billion support package, which included a $3 billion deposit to Pakistan’s central bank and $3 billion in oil supplies on deferred payment. This financial support has been extended multiple times, including a recent $1.2 billion rollover that helped Pakistan maintain its foreign exchange reserves.
As Pakistan seeks to expand its defence outreach, the country has recently struck an arms deal with Libya’s eastern-based Libyan National Army, valued at over $4 billion. This agreement includes the sale of JF-17 fighter jets and training aircraft, marking one of Pakistan’s largest arms sales to date. Islamabad is also in talks with Bangladesh for potential JF-17 sales, indicating a broader strategy to enhance its arms export capabilities beyond its immediate region.
The success of Pakistan’s defence industry could have significant economic implications. Defence Minister Khawaja Asif recently stated that the burgeoning weapons sector could transform the country’s economic outlook, suggesting that Pakistan may not require assistance from the International Monetary Fund (IMF) within six months if current trends continue.
Currently, Pakistan is under a $7 billion IMF program, its 24th arrangement, aimed at averting a sovereign default that nearly occurred in 2023. This program was supported by financial commitments from Saudi Arabia and other Gulf allies.
As negotiations progress, the outcomes of the talks between Pakistan and Saudi Arabia could reshape the military landscape of the region while providing economic relief to Islamabad during a challenging period.
