Manx Care has responded to concerns raised by senior doctors regarding bed shortages at Noble’s Hospital. The organization sought to reassure patients and residents following a statement from the Medical Staff Committee, which included input from approximately 75 senior doctors and consultants. They called on the government to address what they described as a bed count that fell below international standards.

In a meeting on Friday between Manx Care leaders and the Medical Staff Committee, the discussion revolved around the capacity and management of hospital beds. Further dialogues are scheduled in the coming week to explore solutions. In its response, Manx Care emphasized that the current number of available beds is actually 233, countering claims by the Committee that the figure is just 168. Since its establishment in 2021, the total bed count has decreased from 279 beds, a reduction of 46 beds or 16.5%.

Understanding Bed Occupancy Rates and Their Implications

Manx Care noted that bed occupancy rates serve as a key indicator of hospital capacity and efficiency. According to their statement, an occupancy level of 85% is considered safe and efficient, while levels exceeding 90% indicate significant pressure on hospital resources. As of the financial year 2025-26, Manx Care reported a bed occupancy rate of 86.9%, which falls within the acceptable range. Nevertheless, during peak winter periods, occupancy levels have occasionally reached or surpassed 90%.

To manage the demand for beds, Manx Care has implemented various strategies. Although no additional ward space is available at Noble’s Hospital, the Day Procedure Suite has occasionally operated overnight to alleviate bed pressure. Furthermore, Manx Care has secured additional beds in nursing homes for patients deemed medically fit for discharge.

The establishment of Intermediate Care in 2024 has also contributed to a decrease in the number of medically fit patients occupying hospital beds, which has dropped from an average of 23 to 5. This initiative allows for more care to take place in community settings, thereby easing the burden on hospital resources.

Future Plans and Enhancements

Manx Care has identified the redevelopment of the Emergency Department (ED) as a critical priority for capital investment. The existing ED has limitations in terms of size and layout, prompting collaboration with the Isle of Man Government to develop a suitable improvement scheme. In the coming months, an Emergency Department Clinical Decisions Unit will be launched. This new 12-space assessment area will cater to patients needing extended evaluation or treatment under the care of ED physicians without requiring inpatient admission.

To enhance patient care, a consultant geriatrician has been assigned to the ED, focusing on treatment planning for frail patients at the point of admission. Additionally, the senior medical workforce in the Acute Medical Unit has expanded from two to five consultants and associate specialists, ensuring more consistent seven-day coverage for the Medical Admissions Unit and providing essential support for the ED.

Manx Care’s actions reflect a commitment to maintaining safe bed occupancy levels while addressing the challenges faced by Noble’s Hospital and the broader healthcare system. Through ongoing dialogue and strategic initiatives, the organization aims to enhance patient care and adapt to the evolving demands of the community.
