Authorities in Niksic, Montenegro, are facing serious allegations of illegal hiring practices within the municipal enterprise DOO Komunalno Niksic. The Democratic Party of Socialists (DPS) has publicly accused the company of knowingly violating labor laws and subsequently attempting to conceal these violations when they were brought to light.

According to a statement from the DPS, the enterprise contracted employees through F.M. Agency DOO Niksic, where Nikola Vucinic was listed as the authorized representative. The party claims this arrangement was unlawful, as it involved a misuse of contractual agreements. The DPS emphasized that this method of employment contravenes established legal frameworks and constitutes a classic abuse of such contracts.

The Ministry of Labor, Employment and Social Dialogue published an official agency register on June 5, 2025, which confirmed that Vucinic was the sole authorized representative of F.M. Agency DOO Niksic as of December 15, 2025. This date is significant as it coincides with a request for information that unveiled the alleged irregularities within the hiring process.

Allegations of Concealment

The situation escalated when the DPS noted a sudden amendment to the official register on December 18, 2025. Following the public inquiry into the company’s practices, R.L. was added as the authorized representative, a change that the DPS describes as a desperate attempt to cover up the original wrongdoing. The party argues that this alteration lacks retroactive validity and indicates an alarming attempt to manipulate official records.

In their statement, the DPS accused DOO Komunalno Niksic of treating laws as mere suggestions and using official registers as tools for obfuscation rather than as trustworthy sources of public information. The party has called for immediate intervention from the relevant labor inspection authorities and the public prosecutor’s office, emphasizing that accountability in managing public resources is essential.
