US Freezes Minnesota Child Care Funds Amid Fraud Investigation

The United States has halted all child care payments to the state of Minnesota following serious allegations of widespread fraud connected to taxpayer funding. The announcement came from Deputy Secretary of Health and Human Services, Jim O’Neill, who stated that the decision was made in response to claims that millions of dollars intended for child care had been misappropriated over the past decade.

O’Neill highlighted three key actions taken to address the situation. The federal government has activated the “Defend the Spend” system for all payments from the Administration for Children and Families (ACF), which now requires justification and proof of receipt prior to disbursement of funds. He emphasized the seriousness of the allegations, stating, “We have frozen all child care payments to the state of Minnesota.”

The investigation was sparked by a video from YouTuber Nick Shirley, who alleged that a substantial fraud scheme was being run through Somali-operated childcare centers in Minneapolis. Shirley estimated that over $110 million in fraudulent claims had been filed. His video prompted swift federal action, leading to a comprehensive investigation into the state’s childcare funding practices.

In a statement, Assistant Secretary Alex Adams noted that Minnesota receives approximately $185 million in annual child care funds, which are meant to support around 19,000 children. He stressed that any funds misappropriated through fraud effectively deprive these children of necessary resources. “Any dollar stolen by fraudsters is stolen from those children,” Adams remarked.

In response to the allegations, Kristi Noem, Secretary of the Department of Human Services, announced a thorough investigation into child care and other fraudulent activities. This announcement included the launch of a dedicated hotline for reporting fraud. The Federal Bureau of Investigation (FBI) has also increased its resources in Minnesota, with Director Kash Patel warning that the current cases represent only “the tip of a very large iceberg.” He indicated that those involved in the fraud could face serious consequences, including denaturalization and deportation.

Minnesota’s Governor Tim Walz defended his administration amid the allegations, highlighting the state’s diverse population and the contributions of the large Somali community. State officials have disputed the claims made in Shirley’s video, asserting that the centers featured had been inspected recently, with no findings of fraud recorded.

O’Neill concluded with a firm message, stating, “We’re committed to holding bad actors accountable. Regardless of rank or office, anyone who’s involved in perpetrating this fraud against the American people should expect to be prosecuted to the fullest extent of the law.” The unfolding situation has raised significant concerns regarding the integrity of child care funding in Minnesota, as federal authorities continue their investigation into potential fraud.
