Malaysia and Indonesia Block Elon Musk’s Grok Over Deepfake Concerns
Malaysia and Indonesia have implemented a ban on Elon Musk’s artificial intelligence chatbot, Grok, due to escalating concerns regarding its role in producing sexually explicit and non-consensual deepfake images. The decision marks a significant regulatory action aimed at protecting citizens from potential digital exploitation.
Authorities in both countries announced that Grok, integrated into Musk’s social media platform X, has increasingly been misused to create altered images of individuals, often depicting them in inappropriate or sexualised manners without their consent. The Communications and Multimedia Commission of Malaysia stated that the tool has been linked to repeated instances of harmful content generation, prompting the need for immediate action.
Regulatory Actions and Concerns
The ban represents the first known national prohibition of Grok globally. Malaysian regulators had previously alerted X about the necessity for enhanced safeguards after discovering the repeated misuse of the chatbot. Despite these warnings, the response from the company concentrated primarily on user reporting mechanisms instead of addressing the underlying structural risks associated with the platform. As a result, regulators have maintained that Grok will remain blocked until effective safety measures are established.
In Indonesia, the Minister of Communications and Digital Affairs, Meutya Hafid, condemned the creation of sexually explicit AI-generated images as a violation of human rights and personal dignity. The ministry has sought clarification from X regarding Grok’s operational protocols and safety features. Indonesia has a history of stringent regulations against online pornography, having previously banned platforms such as OnlyFans and Pornhub. Authorities expressed that AI-generated sexual content presents similar dangers to society.
Kirana Ayuningtyas, a disability rights advocate from Indonesia, shared her distressing experience of being targeted by a Grok-generated image manipulation. A stranger used the chatbot to alter her photograph, depicting her in a bikini. Ayuningtyas reported the image and adjusted her privacy settings; however, the content remained publicly accessible, leading her to describe the incident as humiliating.
International Backlash and Ongoing Pressure
The scrutiny of Grok is intensifying beyond Southeast Asia. In the UK, Technology Secretary Liz Kendall has endorsed calls for stricter measures against X due to online safety concerns. The media regulator, Ofcom, is also expected to deliberate on potential restrictions regarding the platform.
Global leaders have voiced their condemnation of the use of AI in creating sexualised deepfakes. UK Prime Minister Keir Starmer labelled such content as “disgraceful” and “disgusting.” In response to the criticism surrounding X, Elon Musk has previously dismissed accusations as attempts to justify censorship.
Both X and Grok have been approached for comments regarding these developments. As the situation evolves, the implications of AI technology on personal privacy and digital safety continue to raise pressing ethical questions.
