Podgorica Council Faces Dilemma Over Temporary Structures Plan

During a session of the Podgorica City Council, local officials will vote on a controversial program for temporary structures within the city. Among the proposals, which include the establishment of cafes in major parks, is a plan concerning the construction of a Wastewater Treatment Plant on parcels located in the KO Dajbabe area.

Stefan Ćulafić, a member of the Democratic Party of Socialists (DPS), expressed concerns regarding the implications of the Democratic People’s Party (DNP) supporting the proposal. He stated that should the DNP back the plan for temporary structures, it would effectively legitimize the construction of the wastewater treatment facility. Ćulafić emphasized that this would also undermine the legitimacy of an upcoming referendum in Zeta, as well as the political relevance of discussions led by DNP President M. Knežević and Zeta Municipality President M. Asanović.

Ćulafić’s comments, shared on social media platform X, highlighted the paradox of the DNP’s potential endorsement. He noted that such a stance would imply acceptance of the factual state of the parcels involved, indicating that they are indeed within the jurisdiction of Podgorica.

Photographic evidence shared by Ćulafić illustrated the specific parcels designated for the wastewater treatment plant, alongside those marked as 203a and 203b, where the temporary structures are proposed. This visual demonstration aimed to clarify the spatial relationship between the treatment facility and the planned temporary buildings.
