Montenegro’s Fishing Industry Eyes EU Opportunities Amid Challenges
Montenegro’s fishing industry is poised for transformation as local fishermen like Miloš Jovanović anticipate benefits from the country’s potential accession to the European Union. With government support and the closing of Chapter 13 on fisheries in December 2023, opportunities for modernization and investment are on the horizon.
At dawn, while most of the world sleeps, Miloš Jovanović sets sail on the Adriatic Sea. His day begins by retrieving fishing gear deployed the night before. The catch, primarily consisting of tuna and swordfish, is loaded onto his boat for transport to shore and subsequent sale. “Fishing is hard work,” he states, “but it can be economically rewarding for those fully dedicated to it.”
Jovanović has been fishing since childhood, and what began as a hobby has evolved into a professional career over the last seven years. He sources most of his equipment from Italy and Croatia due to limited local availability. The fishing environment in Montenegro has room for growth, according to Jovanović. He notes that support from the Ministry of Agriculture, Forestry and Water Management improves annually, yet challenges persist.
One significant challenge is the weather, which can hinder fishing activities for months at a time, directly impacting earnings. Jovanović emphasizes that government assistance could alleviate some of these hardships. He also points out that winter months pose difficulties in selling fish, while summer sales tend to flow more freely. “In winter, fishermen face reduced demand and a lack of processing capacity and export opportunities,” he explains.
The closure of Chapter 13 in December 2023 does not signify a halt in investments for Montenegrin fisheries. Instead, it paves the way for numerous benefits, including potential subsidies ranging from 50% to 90% for land logistics and the infrastructure needed by local fishermen. This prospect fuels Jovanović’s optimism about Montenegro’s EU membership, which he believes will unlock new avenues for modernizing equipment and acquiring new vessels.
“My expectations are high. I genuinely believe that joining the European Union will provide us access to funds that will help enhance our operations and working conditions,” he remarks. The negotiations surrounding Chapter 13 on fisheries present increased opportunities not only for Montenegrin fishermen but also for the marine ecosystem and citizens alike. By finalizing this chapter, Montenegro aims to ensure sustainable fishing practices, better resource protection, and stable access to the European market.
As Montenegro approaches EU membership, its seafood products will gain access to the EU market, supported by government initiatives and collaborative ocean management with European partners. For those like Jovanović who have dedicated their lives to the sea, fishing transcends mere occupation; it represents a daily struggle against nature and a constant adjustment to its rules. Between storms and calm waters, fishermen learn patience, responsibility, and respect for the sea—qualities that are essential for survival in this demanding profession.
