Beijing Promises Action Against CIA Recruitment of Military Officers

The Chinese government has vowed to take strong action against what it perceives as foreign infiltration, following the release of a recruitment video by the United States Central Intelligence Agency (CIA) targeting Chinese military personnel. The video, published on the CIA’s Mandarin-language YouTube channel on October 24, 2024, encourages Chinese officers and troops to share sensitive information regarding high-ranking officials and military technologies.

In response, Lin Jian, spokesman for the Ministry of Foreign Affairs, stated on Friday that China will employ “all necessary measures” to combat infiltration and sabotage by foreign forces. He emphasized the importance of safeguarding national sovereignty, security, and development interests.

The CIA video surfaced shortly after China initiated an anti-corruption investigation involving Zhang Youxia, a top general. During a speech on Tuesday, Xi Jinping, the President of China, referred to the past year as a period of “revolutionary tempering” in the military’s fight against corruption. This reflects ongoing efforts to address corruption at the highest levels, as over a dozen generals and multiple senior officials have been dismissed in recent years.

This latest recruitment effort by the CIA is part of a series of recruitment videos aimed at Mandarin speakers, marking the fifth installment since October 2024. The CIA’s renewed focus on recruitment comes after a significant decline in its operational effectiveness within China, particularly in the early 2010s when the Chinese government reportedly dismantled much of the agency’s spy network, leading to the capture or execution of several agents.

The tension between the United States and China remains high, with John Ratcliffe, the former CIA Director, labeling China as the greatest challenge to U.S. interests. In an internal memo cited by various media outlets in April 2023, Ratcliffe noted that no adversary had presented a more formidable challenge than Beijing, asserting that the Chinese government aims to dominate economically, militarily, and technologically.

The two superpowers have faced clashes over trade, notably during the tariff wars initiated by former President Donald Trump, which began in earnest over perceived trade imbalances. This conflict saw a temporary resolution last October when Trump and Xi reached a deal at a summit in South Korea. An upcoming meeting between the two leaders is scheduled for April 2024 in Beijing, where it is anticipated that discussions may address ongoing tensions.

China’s commitment to countering foreign recruitment efforts reflects its broader strategy to fortify national security and maintain control over its military and technological advancements.
