Residents Block Key Roundabout in Protest Against Waste Facility

Residents of Botun and Zeta have blocked the roundabout near the “Čelebić” petrol station in Zeta as part of a protest against the ongoing construction of a wastewater treatment facility in the industrial zone of KAP (Aluminum Plant) in Botun. The demonstration, which began at 12:00 local time on January 13, 2024, drew several hundred locals who oppose the project, citing environmental concerns.

The local police have responded by blocking the main road near the roundabout, redirecting drivers to alternative routes. Those attempting to reach Podgorica Airport were forced to walk from the Cijevna Bridge, where a police patrol was stationed. Protesters announced that the blockade would continue for four hours, lasting until 16:00.

This protest marks a significant escalation in a series of demonstrations against the wastewater treatment facility. Residents began their daily blockades on January 13, 2024, with previous protests occurring at locations such as the Sitnica Bridge towards Cetinje and near the “Jezero” restaurant in Vranjina. The community members are adamantly against the establishment of the treatment facility, expressing fears that it will harm their environment and quality of life.

In the days leading up to this protest, authorities have taken action against participants in unauthorized gatherings. According to the Podgorica Security Department, 31 individuals were sanctioned for their involvement in recent protests, and additional measures were taken against one person who obstructed a railway line using an unregistered vehicle.

The police issued a statement regarding their enforcement actions, confirming that they had identified 18 individuals who would face legal consequences for blocking roads in Podgorica and Zeta. The statement also noted that several people were detained following an incident of public disorder during a previous protest.

In light of these developments, the police emphasized the importance of respecting the rights of citizens to assemble peacefully while also maintaining public order. They urged protest organizers and participants to register their gatherings to ensure safety and minimize disruption to the community.

“The police will evaluate each request individually and will take appropriate measures based on the situation on the ground,” the statement from the police administration read. “We reiterate the importance of cooperation with law enforcement to enable safe public transportation and peaceful demonstrations without infringing on the rights of others.”
