EU’s Expansion Strategy: New Protections Proposed for Montenegro

European Commissioner for Enlargement, Marta Kos, recently emphasized that the European Union (EU) must avoid allowing expansion to become a “Trojan horse.” Speaking at an event in Tallinn, she proposed that new accession agreements should include stronger protective measures. These protections aim to ensure that new member states maintain their commitment to EU legal standards.

Kos highlighted that Montenegro could be the first country to benefit from this new type of agreement as it works on closing all negotiation chapters. She stated, “Since Montenegro is progressing toward closing all chapters, its accession agreement should be the first of a new generation.” The intent is for such protective measures to remain in place for as long as necessary, ensuring compliance with EU legal norms.

The proposed agreements would not create a “two-tier membership” for nations that are fully aligned with EU laws. Kos remarked that if new member states adhere to the rules, they would not even notice these protective measures. This approach aims to prevent any regression in core EU values, such as democracy and the rule of law. Kos indicated that should any country falter in these fundamental areas, these safeguards would serve as a warning.

In her address, Kos announced plans to send this proposal to the EU Council for further discussion among member states. She emphasized that a credible reform path is essential for building trust with both EU member states and their citizens. “Only a credible path of reforms can solidify trust with member states and citizens, ensuring the proper functioning of the internal market and the Union as a whole. Without such trust, EU expansion can never be successful,” Kos concluded.

The implications of this proposal are significant as they could redefine future EU expansion strategies, particularly in the Western Balkans. With Montenegro on track for accession, the proposed measures aim to bolster both the integrity of the EU and the stability of its new members.
