Appeals Court Allows Trump Administration to Freeze Medicaid Funds for Planned Parenthood
A recent ruling by the 1st U.S. Circuit Court of Appeals has permitted the Trump administration to block Medicaid funding for Planned Parenthood. This decision overturns a preliminary injunction issued by a lower court that had temporarily halted the funding prohibition included in legislation signed by President Donald Trump in July 2025.
The appeals court’s order, issued on December 7, 2023, did not provide an explanation for its ruling. The three-judge panel, consisting of judges nominated by former President Joe Biden, stated, “The July 21, 2025, preliminary injunction and the July 28, 2025, preliminary injunction are hereby stayed pending disposition of the respective appeals.” This ruling allows the Department of Health and Human Services to implement the funding freeze, which was previously blocked by a district court judge in response to a lawsuit filed by Planned Parenthood.
In a statement responding to the court’s decision, Alexis McGill Johnson, President and CEO of the Planned Parenthood Federation of America, emphasized the impact on patients relying on their services. She noted that many individuals will find it difficult to plan for their health care needs, stating, “This is a blow, but the fight isn’t over. For over 100 years, Planned Parenthood has faced unrelenting attacks, but we’re still here providing care, information, and resources.”
The legislation at the center of this controversy prohibits Medicaid funding for Planned Parenthood not only for abortion services, which have long been restricted under federal law, but also for other essential health services. These include annual physicals, cancer screenings, and birth control, impacting a broad range of health care access for patients.
As the legal battle continues, Johnson reaffirmed the organization’s commitment to fight against what she termed an unconstitutional law. Despite the appeals court’s ruling, she remains hopeful about the future, stating, “We will continue to fight this unconstitutional law, even though this court has allowed it to impact patients.”
The implications of this decision reach beyond the legal realm, as it affects the availability of critical health services for many individuals across the country. The outcome of Planned Parenthood’s ongoing legal efforts could significantly shape the landscape of reproductive health and access to care in the United States.
