Experts Unveil How Putin Conceals His True Location

A recent investigation by the research unit Systema has revealed that Russian President Vladimir Putin employs identical replicas of his offices in different locations across Russia. This tactic is designed to obscure his actual whereabouts and minimize the risk of potential attacks. The findings indicate that at least three identical workspaces exist in various residences: near Moscow in Novo-Ogarjovo, in Sochi on the Black Sea, and in the Valdai forest residence situated between Moscow and Saint Petersburg.

The report highlights that Systema’s researchers analyzed approximately 700 videos and examined leaked travel logs of Putin’s entourage to ascertain his true locations during meetings that the Kremlin officially attributed to Novo-Ogarjovo. Many of these meetings reportedly took place hundreds of kilometers away, primarily in Valdai, which has become increasingly prominent as a retreat since the onset of the war in Ukraine.

In their analysis, the researchers meticulously compared the interiors of these supposedly identical offices and identified subtle differences. These discrepancies included the height of seams on wall coverings, the position and height of door handles, the shape and color of television stands, the number of ventilation ducts in the ceilings, and the placement of thermostats.

A notable incident occurred during a propaganda broadcast on state television in 2020, where a journalist entered one room and exited another, which, according to Systema’s discoveries, did not even exist in the same city. The researchers distinguished the rooms by observing minute variations in the height of the door handle.

According to Systema, most meetings that the Kremlin this year presented as occurring in Novo-Ogarjovo were actually filmed at Valdai, a residence surrounded by lakes and forests, featuring heavily secured access points. The report mentions that Alina Kabaeva, Putin’s partner, along with their children, frequently stays at Valdai, which is considered significantly harder to target with Ukrainian drones.

Satellite images reveal that in the summer of 2024, at least twelve Pantsir-S1 systems were deployed around Lake Valdai. In contrast, the larger metropolitan area of Moscow, home to over 20 million residents, is covered by only about 60 such defense systems.

Systema asserts that the Kremlin often releases older, pre-recorded footage to obscure the actual activities of the Russian president. State journalists who film Putin are bound by strict confidentiality agreements, while security personnel maintain travel logs that have helped Systema confirm their findings.

Russian analyst Konstantin Gaze commented for RFE/RL that the security logic behind these measures is clear: “It would not be appropriate to deploy Pantsir systems on the towers of the Kremlin… Therefore, Valdai naturally became the main location.”

The growing fears of attacks have notably altered Putin’s lifestyle. He has fortified security measures at all his residences, already equipped with bunkers, following a series of Ukrainian drone strikes, including those near the Kremlin and his complex on the Black Sea. Previous investigations by the opposition media outlet Proekt suggested that Putin even demolished his summer residence, Bočarov Ručej, out of fear of strikes.

Gaze drew parallels between Putin’s current behavior and that of former Iraqi leader Saddam Hussein, noting, “Even his closest associates did not know where he was at any given moment. He did this for the same reason Putin does now: he feared not only internal retribution but also American Tomahawks.”

This investigation sheds light on the lengths to which Putin goes to safeguard his presence, reflecting a profound shift in his operational security amid the ongoing conflict in Ukraine.
