President Milatović Advocates for Dialogue and Economic Reform in Montenegro
President Jakov Milatović of Montenegro emphasized the importance of direct communication with citizens during a recent meeting in Danilovgrad. Accompanied by the municipality’s president, Aleksandar Grgurović, Milatović stated that he aims to hear directly from the public about their concerns and areas where the government can improve. “Montenegro does not need politicians hidden away in offices, but rather discussions like these in every municipality and village,” he asserted.
The president addressed the necessity for reforming the political system, arguing that the current structure fails to meet citizens’ expectations. He pointed out that Montenegrins do not have full freedom of choice in elections, highlighting the lack of direct elections for municipal presidents and the issues caused by closed party lists. “I have proposed a reform that would introduce open lists, allowing people to choose candidates rather than just party lists. This step would enhance our democracy and increase politicians’ accountability to the public,” Milatović stated. He announced that a referendum would be held for citizens to express their opinions on this matter.
Economic Focus and Development
Turning to economic issues, Milatović stressed the need for government policies to prioritize economic growth and living standards. He characterized the current economic situation as challenging, with insufficient growth rates and high inflation. “Instead of achieving economic growth of four or five percent, we are experiencing low growth combined with high prices,” he explained. He advocated for a serious discussion about a new, sustainable model for economic growth.
The president highlighted that Montenegro faces one of the lowest levels of economic competitiveness, with the country exporting only around €12 worth of goods for every €100 imported. He noted the decline in tourism revenue and investment, calling for an economy driven by labor, knowledge, production, and exports. “It is crucial to increase the agricultural and capital budget so that rural areas and agriculture can be real development opportunities, not just topics in speeches,” Milatović remarked.
He emphasized that the only way to retain people in rural areas is to boost agricultural subsidies and ensure that financial support reaches actual producers. “Instead of subsidizing party employment in government, we need to support those who work, produce, and create new value,” he stated.
Reforming State Enterprises and European Integration
In his remarks regarding state-owned enterprises, Milatović called for reform to ensure these entities serve as engines of development rather than tools for political interests. “Good governance of state enterprises must become part of our system, potentially even a part of Montenegro’s Constitution,” he said.
On the topic of European integration, the president stressed the urgency of accelerating reforms to ensure citizens benefit from the country’s eventual entry into the European Union. He highlighted the importance of these reforms for improving the economy, creating jobs, and ensuring institutional stability.
Milatović envisions Danilovgrad as a model for how economic reforms, support for agriculture and tourism, and smart utilization of both national and EU funding can lead to improved living standards for citizens. He concluded the meeting by reiterating that discussions like these in every municipality are the best way to define priorities and restore political accountability to the public and their specific needs.
