Ongoing Humanitarian Efforts in Ukraine: The Need Persists

The humanitarian crisis in Ukraine continues to escalate, four years after the onset of the Russian invasion. The ongoing conflict has resulted in extensive devastation and numerous civilian casualties, underscoring the urgent need for sustained humanitarian aid. In response, the people of Jersey have raised £4.5 million through a Bailiff’s Appeal, which combines public donations, government support, and funds from Jersey Overseas Aid.

The appeal has been instrumental in providing financial assistance to various humanitarian organizations addressing critical needs. These efforts include essential healthcare services, mine clearance training, and the provision of mobile incubators for those affected by the war. Among those actively involved is Leila Osman, a Jersey islander working closely with the UNHCR in Ukraine as part of a programme supported by Jersey Overseas Aid.

UNHCR’s Vital Role in Ukraine

The UNHCR stands as the largest humanitarian organization operating in Ukraine, delivering emergency shelter support in frontline and heavily affected regions. The agency has repaired nearly 55,000 homes and provided cash assistance to more than 2.4 million people. This support includes a programme designed to help vulnerable families manage their energy needs during the winter months, as well as assist evacuees and families whose homes have been damaged by airstrikes.

In her recent video message, Osman highlighted the grim reality on the ground. “Four years have now passed since the start of the full-scale war here in Ukraine,” she stated. “This means four years of massive airstrikes, destroyed homes, and killings of civilians. Four years of families desperately fleeing from everything they hold dear.”

She emphasized the ongoing impact of the war on communities, noting that millions of vulnerable individuals, particularly in frontline areas, continue to require essential humanitarian support to rebuild their lives.

Community Response and Continued Support

Osman detailed some of the UNHCR’s collaborations with Ukrainian NGOs, stating, “We provide emergency assistance immediately after attacks and we repair war-damaged homes.” Additionally, the UNHCR offers legal aid to individuals who have lost important documents and provides psychosocial support to traumatized families. During the harsh winter months, the organization supplies heaters, blankets, and insulation kits to help those most in need stay warm.

The support from Jersey’s government and private donors has been critical. Osman remarked, “I witness myself how it provides a real lifeline for people living through a horrible war.”

Former emergency medical technician Martin Wyness has also experienced the conflict firsthand during his multiple trips to Ukraine. He has worked with a mobile-hospital team in the most dangerous areas, often referred to as the ‘red zones.’ “It’s more dangerous than it’s ever been over there,” he noted. “Once you’re within 30 kilometres of the front, it’s lethal because of drones that actively hunt down any civilian vehicles.”

Wyness praised the generosity of the Jersey community, stating, “We’ve been able to buy medical monitors, equipment, vehicles, all kinds of things. Jersey has, with its help, saved countless lives.” Yet, he cautioned that the need for support remains significant, particularly for consumables and fuel.

In a statement, Carolyn Labey, the International Development Minister, reaffirmed Jersey’s commitment to supporting the people affected by the war in Ukraine. She emphasized the importance of collaborating with trusted international partners, including the UNHCR and other humanitarian agencies.

Labey stated, “The generosity shown by the people of Jersey, through the Bailiff’s Appeal, combined with allocations from Jersey Overseas Aid, has allowed for significant support for essential relief to those displaced or impacted by the conflict.” She commended the community’s compassion, noting, “Islanders should be proud of the difference we have made to the lives of thousands of people living in unbearable conditions and facing unimaginable challenges every day.”
