Niksic Man Arrested for Cigarette Smuggling in Montenegro and BiH
Law enforcement officials apprehended Jovan Miletic, a 51-year-old resident of Niksic, on March 6, 2026, under a ruling from the High Court in Podgorica. This decision mandated his detention in connection with serious allegations of cigarette smuggling and involvement in organized crime spanning both Montenegro and Bosnia and Herzegovina.
According to a statement from the Police Administration, Miletic was taken into custody by officers from the Regional Security Centre West after the court issued the detention order on the same day. This arrest follows a previous incident in August 2024 when the Special Police Department (SPO) detained him on charges of forming a criminal organization and engaging in extensive smuggling activities.
The Special State Prosecutor’s Office (SDT) has linked Miletic to a criminal organization accused of systematically trafficking cigarettes across borders, evading customs regulations and generating illicit profits. The investigation revealed that he allegedly became part of this organization in 2020, contributing to its operations through active involvement in smuggling activities aimed at distributing and concealing contraband within Montenegro and Bosnia and Herzegovina.
Background of the Case
Prior to his most recent arrest, Miletic had been released from custody on February 12, 2026, under a court ruling that imposed monitoring measures. These included restrictions on leaving his residence in Niksic and mandatory reporting to law enforcement on the first of each month. However, following an appeal by the Prosecutor’s Office, the Appellate Court revoked these measures on February 26, 2026, leading to the re-evaluation of Miletic’s case and his subsequent detention on March 6.
The High Court in Podgorica, upon reviewing the case, determined that the conditions necessitating detention had been met. The court’s decision was based on the gravity of the charges against Miletic and the need to prevent further criminal activity.
The investigation has also seen other individuals implicated in this criminal enterprise. Previously, the SPO arrested several associates, including M.R., the alleged organizer of the criminal network, as well as members R.R., M.S., M.M., and M.V.. They face similar charges regarding the establishment of a criminal organization and extensive smuggling operations.
