Monteput Selects Contractor for Key Highway Project in Montenegro
Monteput d.o.o. has selected a contractor for the design and construction of the second section of the Bar-Boljare highway, specifically the stretch between Mateševo and Andrijevica. This decision follows the opening of financial bids as part of a competitive tender process.
According to a statement from Monteput, three out of the four submitted bids were opened and qualified for the financial evaluation phase. The bids came from the consortium Cengiz-Azvirt, China Communications Construction Company Limited, and the consortium POWERCHINA Ltd.-STECOL-PCCD. The financial proposal from the consortium Shandong Foreign Economic & Technical Cooperation, which included Shandong Luqiao Group, was not opened as it did not meet the necessary requirements.
The Mateševo-Andrijevica section is being financed through a loan from the European Bank for Reconstruction and Development (EBRD), amounting to €200 million, along with a €150 million grant from the European Union. Prior to the financial bid opening, the tender procedure adhered to EBRD standards, including a comprehensive evaluation of the technical components of the proposals submitted on October 31, 2025.
Financial Bids and Selection Process
The initial evaluation process allowed for the qualification of companies to submit further documentation, which included both technical and financial components. The financial bids were as follows: the consortium Cengiz-Azvirt proposed €735,010,330.17, China Communications Construction Company Limited submitted a bid of €724,636,904.63, while the consortium POWERCHINA Ltd.-STECOL-PCCD offered €693,969,668.88.
Following the rigorous selection process, Monteput d.o.o. chose the consortium POWERCHINA Ltd.-STECOL-PCCD as the contractor responsible for creating the main project design and executing the construction work on this vital section of the highway. The next step involves signing a contract with the selected bidder, with the total value of the contract set at €693,969,668.88.
The commencement of activities related to the design and preparatory work for this infrastructure project, deemed crucial for Montenegro, will follow the contract signing. This project aims to enhance connectivity and support economic development in the region, reflecting Montenegro’s commitment to improving its transportation infrastructure.
Monteput’s decision marks a significant advancement in the development of the Bar-Boljare highway, which is expected to have a lasting impact on the country’s transportation landscape and economic growth.
