Montenegro’s Premier Emphasizes Rule of Law in EU Accession Talks
Montenegro’s Prime Minister, Milojko Spajić, has underscored the importance of the rule of law and the final benchmarks in chapters 23 and 24 as essential components of the country’s path toward European Union (EU) membership. In a recent statement, Spajić highlighted the necessity for a focused and determined approach over the next ten months to facilitate further progress in the accession process.
On February 11, 2026, Spajić, along with the Minister for European Affairs, Maida Gorčević, engaged in discussions with Gert Jan Kopman, the Director-General for Enlargement at the European Commission. They reviewed Montenegro’s progress in the accession negotiations and outlined the steps necessary to advance further.
“Rule of law and the final benchmarks in chapters 23 and 24 remain the key to the process, alongside encouraging changes that are already evident through regulatory amendments and specific court rulings,” Spajić stated. He emphasized that the country’s European future hinges on making serious decisions and maintaining an efficient administration.
To strengthen institutional capacity, Spajić revealed recommendations from Montenegro’s partners to enhance operational capabilities within law enforcement, inspection agencies, and other public services. He noted a proposal to recruit 1,750 new personnel this year, followed by an additional 1,250 positions in the subsequent year. This initiative aims to bolster the effectiveness of public administration as Montenegro pushes forward in its EU integration efforts.
The Prime Minister’s comments reflect a broader commitment from the Montenegrin government to meet the EU’s stringent accession criteria. Spajić’s proactive stance signals an understanding of the challenges ahead and a readiness to address them with concrete actions. As Montenegro navigates this pivotal period, the focus on strengthening the rule of law and public administration is pivotal for securing its aspirations for EU membership.
