Longest Serving Welsh Council Leader Andrew Morgan to Resign

Councillor Andrew Morgan OBE, the longest-serving local government leader in Wales, will step down as leader of Rhondda Cynon Taf Council before the council’s Annual General Meeting in May. Morgan has confirmed that he will not seek re-election in the 2027 council elections, marking the end of a significant chapter in local governance.

Morgan has led Rhondda Cynon Taf since 2014 and has been a member of the council since 2004. He has also served as the leader of the Welsh Local Government Association. His tenure has seen numerous challenges, including severe flooding in 2020 and the onset of the Covid-19 pandemic.

Born and raised in Mountain Ash, Morgan began his public service career as an apprentice in the housing department at Cynon Valley Borough Council. He later transitioned to Rhondda Cynon Taf County Borough Council, eventually becoming a cabinet member in 2008.

In his announcement, Morgan expressed gratitude for the opportunities he has had over the past twelve years, stating, “It has been a privilege to lead Rhondda Cynon Taf Council over the last twelve years and represent my community of Mountain Ash for the last twenty-two years.” He noted that his decision to step down allows his party colleagues to prepare for future leadership.

Morgan highlighted the importance of local employment and the council’s role as the largest employer in the area. During his leadership, he has championed initiatives that created nearly 400 apprenticeships and over 150 graduate positions, focusing on nurturing local talent.

His leadership has been marked by significant investments, with a capital programme exceeding £1 billion aimed at improving facilities such as 21st Century schools and residential care homes. He emphasized the necessity of strong financial management, stating, “This approach has ensured Rhondda Cynon Taf has been well placed to respond and adapt to challenges.”

As part of the transition, the council’s majority Labour Group will initiate the process of selecting a new group leader, with the full council set to elect Morgan’s successor.

Reflecting on his tenure, Morgan expressed appreciation for his fellow councillors and the council staff, acknowledging their dedication during challenging times. “It is only through the efforts and dedication of our staff that my colleagues and I have been able to deal with the unprecedented challenges we have faced,” he remarked.

Morgan’s contributions to the community and local government have been recognized widely. He was awarded the OBE in June 2022 for his public service, underscoring his commitment to improving the lives of residents in Rhondda Cynon Taf. His decision to step down marks a pivotal moment for both him and the council, as new leadership prepares to guide the authority into the future.
