SNP Minister Jamie Hepburn Resigns After Assault Allegations

Jamie Hepburn has stepped down as Scotland’s Minister for Parliamentary Business following allegations of assault made by former Scottish Tory leader Douglas Ross. The resignation took place on March 15, 2024, after a heated exchange between the two politicians during a session in the Holyrood chamber.
Following Hepburn’s departure, Graeme Dey has been appointed to take over the role, while Ben Macpherson returns to government as Minister for Higher and Further Education. Dey’s experience in handling parliamentary affairs is expected to benefit the SNP, as highlighted by Deputy First Minister John Swinney, who expressed his satisfaction with the new appointments.
The incident that led to Hepburn’s resignation reportedly occurred after a dispute over seagulls. During the exchange, Ross accused Hepburn of “threatening and intimidating behaviour,” claiming that Hepburn had firmly grabbed his shoulder and verbally abused him. While Hepburn denied any physical assault, he acknowledged using “choice words” during the confrontation.
In a statement, Hepburn said, “I will freely fess up to things I’ve done but I won’t apologise for things that are not true.” He later submitted his resignation to Swinney, who accepted it “with much personal regret.” Hepburn’s resignation has sparked discussions about the conduct of politicians in the Scottish Parliament, especially concerning the treatment of colleagues.
Dey’s new role marks a return to a ministerial position he held from 2018 to 2021. He has since served in various capacities, including Minister for Transport and Minister for Veterans. Macpherson, who previously held multiple ministerial roles until March 2023, is anticipated to bring innovative leadership to the education sector.
Swirling around the resignation is the ongoing scrutiny of political behaviour within the SNP, especially following Ross’s public call for action against Hepburn. The incident highlights the challenges faced by political leaders in maintaining decorum and addressing conflicts in a high-pressure environment.
As discussions regarding the incident continue, Hepburn is being urged to decline a severance payment of £8,769.25 associated with his departure.
