School Implements Assistant Program to Combat Violence and Vandalism
The Milan Vuković Primary School in Herceg Novi has become a pioneer in addressing violence in schools through a new assistant program aimed at preventing violence and vandalism. Since last year, the school has implemented a pilot project that has proven effective in reducing incidents among students. According to Mare Vujinović, the school’s director, the initiative has seen a significant decline in violence, thanks to the proactive role of the assistant.
Vujinović stated that the program has successfully handled rare cases of psychological and minor physical violence. “We have documented instances that could have escalated, but our assistant intervened in time,” she explained. The school maintains a strict policy of zero tolerance for violence, ensuring that issues are addressed openly rather than ignored.
The initiative is part of a broader strategy supported by the Ministry of Education, Science, and Innovation, which allows schools with more than 700 students to employ an assistant dedicated to safety. Following a tripartite agreement signed last year, the school secured funding and resources for this role. The agreement involves collaboration with the Ministry of Labour and Social Welfare, further illustrating the commitment to student safety.
As of September 1, 2023, the assistant is contracted for a period of 30 days, aligning with changes in the regulations governing public educational institutions. Vujinović clarified that the expectations for the assistant extend beyond reacting to incidents; their role includes identifying potential threats and preventing incidents from occurring.
Training for these assistants occurs at the Police Academy in Danilovgrad and lasts for 35 days. Candidates must meet several criteria, including passing a driving test and demonstrating psychological and physical fitness. They must also provide proof of not having a criminal record related to violence.
In addition to employing an assistant, the school has been proactive in educating students about non-violent behavior. Workshops based on the “Skills for Adolescence” program are integrated into the curriculum, supported by the school psychologist and class teachers. The school actively encourages parental involvement and communication, enhancing the supportive environment necessary for addressing these issues.
Looking ahead, Vujinović emphasized the importance of intensifying early education on non-violent behavior. “The key challenges in the upcoming period are to start workshops at a young age, as the earlier children learn these skills, the better,” she stated. She noted that if children do not gain these skills at home, more effort is required to teach them in school.
In response to rising concerns about peer violence, the government recently approved a measure to employ physical security in schools. Beginning October 1, 2023, security personnel will be deployed in 68 primary schools, 44 secondary schools, and one student dormitory until December 31, 2023. This temporary measure is designed to enhance safety and has been deemed effective based on previous experiences.
The government plans to establish a permanent security system, potentially involving school police or similar solutions in collaboration with the Ministry of Internal Affairs. A budget allocation of €418,200 has been designated for the hiring of 205 security personnel to ensure a safer educational environment.
Through these initiatives, Milan Vuković Primary School aims to create a supportive and secure atmosphere conducive to learning, setting a standard for other educational institutions in the region.
