Montenegro Urged to Impose Visa Restrictions on Israel Amid Recent Incidents
Recent developments regarding immigration policies in Montenegro have prompted the organization Pokret solidarnosti sa Palestinom to call on local authorities to establish a visa regime for Israeli citizens. This appeal follows Montenegro’s decision to impose visa requirements on Turkish nationals, which the organization argues sets a precedent for similar action against Israel.
The group highlights the need for Montenegro to maintain consistency in its foreign policy, particularly in light of what they describe as ongoing acts of genocide against the Palestinian people by the Israeli state. In a statement, they pointed out that certain behaviors from Israeli tourists in Montenegro have raised significant concerns.
One incident that has come to light involved an Israeli national attacking a Montenegrin tour guide at a popular tourist location on March 2024. The assailant, who allegedly attempted to enter a cable car without a ticket, physically assaulted the guide, resulting in head injuries that required hospital treatment.
According to the organization, the seriousness of the incident is underscored by the fact that it was first reported by Israeli media rather than local outlets, which they view as indicative of a troubling silence among Montenegrin institutions and media regarding such issues.
The group claims that this is not an isolated event. They have documented an increase in verbal assaults and provocations directed at Montenegrin citizens by Israeli tourists, particularly those displaying symbols of solidarity with Palestine, such as kefiyeh scarves and flags. Reports of unruly and aggressive behavior, including disruptions in public spaces and violations of local customs in tourist facilities, have also been noted.
This perceived selective enforcement of regulations has led to claims of double standards in how foreign nationals are treated in Montenegro. The organization argues that while some groups face collective condemnation and administrative penalties, others are allowed to act with impunity, even when their home country is accused of systematically violating international law and committing war crimes.
In their statement, Pokret solidarnosti sa Palestinom demanded an immediate and impartial response from the relevant authorities. They called for the prosecution of all offenders, irrespective of their nationality, the introduction of a visa regime and sanctions for Israeli citizens, and a comprehensive reform of Montenegro’s immigration policy to ensure equal treatment of all foreigners based on their countries’ adherence to international law.
The organization insists that these measures are essential for maintaining moral consistency and political responsibility in Montenegro’s interactions with other nations. The situation continues to develop as local authorities assess the implications of these incidents and the calls for action from various civil society groups.
