Federal Government Freezes Child Care Payments in Minnesota Fraud Probe
The federal government has suspended all child care payments to Minnesota due to allegations of widespread fraud in the state’s daycare system. On December 31, 2025, Deputy Secretary of Health and Human Services (HHS) Jim O’Neill announced the freeze in funding, calling on Governor Tim Walz to conduct an audit of the daycare centers implicated in the scandal.
O’Neill emphasized the seriousness of the situation, stating, “We have turned off the money spigot and we are finding the fraud.” This action comes in response to claims made by independent journalist Nick Shirley, who highlighted an empty daycare facility that had allegedly received millions in taxpayer dollars. Shirley’s investigation led to accusations that Minnesota has permitted what he termed the “largest fraud in US history” to persist unchecked.
The Administration for Children and Families (ACF), a division of HHS responsible for overseeing child care funding, has activated a new protocol known as the “spend defend system.” This system requires that all future payments nationwide provide proof and justification prior to allocation.
Investigations and Public Outcry
O’Neill’s announcement included a call for a fraud-reporting hotline, urging parents, providers, and the general public to report suspicious activity. He noted that the Minnesota daycare identified by Shirley displayed a misspelled sign, reading “Quality Learing Center” instead of “Quality Learning Center,” despite having received approximately $4 million in federal funding.
The allegations have incited significant backlash from lawmakers. Gubernatorial candidate Lisa Demuth criticized the Walz administration’s oversight, stating, “Fraud is easy to find – if you’re willing to look for it.” State Representative Tom Emmer echoed these sentiments on social media, highlighting the absurdity of taxpayer money being allocated to a business that cannot spell “learning” correctly.
Following the release of Shirley’s viral video, which garnered over 65 million views within two days, residents expressed their disbelief regarding the daycare’s operations. Many claimed they had never seen children entering the facility, leading to speculation that it might have been closed. One local resident remarked, “That parking lot is empty all the time, and I was under the impression that place is permanently closed.”
In response to the growing scrutiny, Ibrahim Ali, the son of the facility’s owner, defended the business. He suggested that the daycare had not opened for the day when Shirley filmed and attributed the misspelling to a miscommunication with a graphic designer. Ali confirmed that the center’s operating hours are from 14:00 to 22:00, Monday to Thursday.
