Russian Attacks Target Kyiv Ahead of Trump-Zelensky Peace Summit

Russian forces launched a significant military assault on Kyiv on March 16, 2024, just one day before a crucial peace summit between former U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky. Two children were among the injured, and damage was reported across seven locations in Kyiv. Notably, a fire erupted in an 18-story residential building in the Dnipro district, prompting emergency services to respond swiftly. Another residential structure in the Darnytsia district also sustained damage, with additional fires reported in the Obolonskyi and Holosiivsky districts.

In the aftermath, over 2,600 residential buildings in Kyiv were left without heat. According to city officials, approximately 320,000 households in the surrounding Kyiv region experienced power outages due to the strikes. Foreign Minister Andrii Sybiha condemned the attacks, stating, “Russia’s only response to peace efforts is brutal attacks using hundreds of drones and missiles against Kyiv and other cities and regions.” He emphasized that continued rejection of peace would carry significant consequences for Vladimir Putin and his regime.

The escalation of violence coincided with a planned meeting between Trump and Zelensky in Florida on March 17, aimed at discussing a potential framework for peace in Ukraine. The summit is expected to focus on security guarantees and territorial disputes, particularly in the Donetsk and Zaporizhzhia regions. Zelensky mentioned that negotiations have been hindered by the issue of territorial concessions, which remains a significant diplomatic challenge.

According to Zelensky, an updated 20-point peace draft is nearly complete, marking a shift from an earlier proposal which was seen as favorable to Moscow. He noted that a security guarantee agreement between Ukraine and the U.S. is close to fruition, a critical element given the ineffectiveness of previous assurances. “A lot can be decided before the New Year,” Zelensky stated on social media.

Trump expressed confidence in the upcoming discussions, indicating that the U.S. remains a pivotal force in the peace process. “He doesn’t have anything until I approve it,” Trump told Politico, alluding to the negotiations with Zelensky.

The territorial issue is particularly contentious, with Moscow demanding Ukraine withdraw from areas in the eastern Donetsk region. Conversely, Kyiv is advocating for a ceasefire at the current front lines. Under a proposed U.S. compromise, a free economic zone could be established contingent upon Ukraine ceding parts of the Donetsk region, though specific details are still to be finalized.

Zelensky also revealed that the U.S. has proposed a 15-year security guarantee, subject to renewal. However, Kyiv seeks a longer agreement that would include legally binding provisions to prevent further aggression from Russia. The control of the Zaporizhzhia nuclear power station, which has been under Russian control since the early stages of the conflict, is another critical point of negotiation.

As tensions escalate, Zelensky indicated a willingness to put the 20-point peace plan to a referendum, provided Russia agrees to a 60-day ceasefire to facilitate the vote. He has called for increased pressure on Russia in light of the recent attacks.

In response to the heightened military activity, the Polish Air Navigation Services Agency confirmed that two airports—Rzeszów and Lublin—were temporarily closed as a precautionary measure.
