Montenegro’s Government Commits to Reforms with EU Support

Montenegro’s Deputy Prime Minister, Momo Koprivica, met with Emanuele Žiofre, the Deputy Executive Director for Western Europe at the European External Action Service (EEAS), on March 15, 2024. The meeting, which also included Johan Satler, the EU Ambassador to Montenegro, focused on the importance of reforms, the rule of law, and achieving a European consensus as crucial elements for the country’s progress.
During the discussions, Koprivica expressed gratitude for the European Union’s ongoing support for the reform processes in Montenegro. He emphasized the government’s commitment to implementing key reforms, particularly in strengthening institutions and enhancing political dialogue. “The government places the highest importance on building broad political consensus around European priorities,” he stated, citing the need for a comprehensive staffing of institutions responsible for upholding the rule of law while ensuring their independence and financial sustainability.
Koprivica also highlighted the transformation of the legal system in alignment with EU legal standards as one of the principal priorities. He extended special thanks to the EU Delegation in Podgorica and the European Union for their assistance in destroying seized cigarettes at the Free Zone of Luka Bar. He described the event as a “significant test of Montenegro’s institutional resolve,” noting that it concluded in a credible manner.
Žiofre acknowledged the progress Montenegro has made thus far but urged the government to accelerate the pace of reforms. He stressed the importance of maintaining inclusivity and dialogue among all relevant socio-political actors to ensure continued advancement.
Both parties agreed that ongoing reforms, alignment of legislation with European standards, institutional stability, and constructive inter-party dialogue are essential for Montenegro’s further progress on its European path. The Montenegrin government reiterated its commitment to fulfilling European obligations while upholding principles of transparency, accountability, and institutional efficiency.
With these discussions, Montenegro aims to reinforce its ties with the European Union while navigating the complexities of internal reforms and political dynamics. The commitment to reforms not only seeks to enhance governance but also to foster a more robust democratic environment as Montenegro aspires to strengthen its position within the European community.
