Marjan Šarec, the European Parliament’s (EP) permanent rapporteur for Montenegro, emphasized the need for the European Union (EU) to admit new members during his remarks at the recent 2BS Forum. He expressed concern about the current state of the EU, stating that it operates on “very weak foundations.” Šarec’s comments come at a critical time as the EU grapples with its identity and effectiveness in global affairs.

During his address, Šarec cautioned against repeating past mistakes, particularly the EU’s handling of North Macedonia’s accession process. He pointed out that North Macedonia fulfilled all necessary criteria yet received little in return, highlighting a disparity that could undermine the credibility of the EU’s enlargement policy. “We are not the players we need to be. In my experience, we talk too much about how to talk and forget to show results,” he remarked, underscoring the importance of action over rhetoric.

The challenges facing EU member states, particularly France under President Emmanuel Macron, add complexity to the expansion debate. Šarec noted that internal issues in France could pose risks for Montenegro’s EU aspirations, suggesting that Montenegro could become a “collateral victim” of broader geopolitical struggles if it does not actively engage with EU citizens to build support for its membership.

Šarec’s call for Montenegro to be more proactive in its EU advocacy reflects a growing concern that the nation must not only meet the technical requirements for membership but also rally public opinion in favor of its bid. He urged Montenegrin leaders to focus on convincing EU citizens of the benefits of enlargement, asserting that “Montenegro needs to be more active in terms of convincing EU citizens.”
