Russians Increase Overseas Holiday Spending to Record Levels

Russians are significantly increasing their spending on overseas holidays, reaching a record expenditure of $5.46 billion in July 2023 alone. This figure marks the highest monthly outlay since 2018, according to data released by the Central Bank of Russia. This surge in travel spending coincides with a notable shift in tourist preferences, particularly favoring foreign destinations over domestic options.
From May to September 2023, Türkiye emerged as the leading travel destination for Russian tourists, attracting approximately 2.83 million visitors. This accounted for 58% of all travel company sales during this period, as reported by the Association of Tour Operators of Russia (ATOR). In contrast, Egypt held a distant second place, drawing only 15% of the total tourist numbers.
Shifts in Domestic Tourism
Despite the growing trend in international travel, domestic tourism in Russia experienced a slowdown this summer. The Russian Union of the Tourism Industry (RST) reported that bookings within the country only increased by 1.1% from June to August. This is a stark contrast to the 15.3% growth observed during the same timeframe in 2024.
Ilya Umansky, head of RST, described this situation as a “correction in demand following several years of rapid growth.” He pointed out that the strengthening of the ruble against foreign currencies has made holiday packages abroad more appealing than those available domestically. Additionally, high inflation rates and an “abnormally cold summer” across central and southern Russia contributed to this trend.
Emerging Destinations and Opportunities
Russian tour operators are now witnessing a significant rise in demand for travel to Hainan, a southern resort in China. This surge follows the recent announcement of visa-free travel for Russian citizens, which began on September 15, 2023, operating on a trial basis for one year. ATOR highlighted this development, indicating a strong interest among Russian travelers in exploring this new destination.
Russian President Vladimir Putin has characterized the visa waiver initiative as “a very significant step” and has indicated plans to reciprocate by allowing Chinese tourists similar privileges when visiting Russia. This bilateral move is expected to further enhance tourism exchanges between the two nations.
As international travel continues to rebound post-pandemic, the evolving dynamics of Russian tourism highlight shifting preferences and the potential for growth in global travel markets. With increasing expenditure on foreign holidays, the industry is poised for significant changes in the coming months.
