Montenegro Leads Western Balkans in EU Accession Progress

Montenegro has emerged as the frontrunner in the European Union accession process among Western Balkan nations, according to the European Commission’s annual progress report. The report highlights that Montenegro is the most advanced candidate as it has opened all 33 negotiation chapters necessary for EU membership.

The European Commission emphasized that the sustained political commitment from Montenegrin authorities towards the strategic goal of European integration has led to significant reforms and tangible progress. The report states, “The ongoing reforms have yielded initial positive results” in the country’s judiciary sector, which has undergone intensive reform phases throughout 2024. These reforms are aimed at ensuring the independence, impartiality, and accountability of the judiciary.

The report also noted Montenegro’s advancements in anti-corruption efforts, showcasing improvements in its legal and institutional framework. Additionally, the country has made strides in freedom of expression, media freedom, and media pluralism, marking a notable step forward in its democratic processes.

Financial Support and Regional Cooperation

Montenegro has received recognition for its significant reforms, with the European Union providing funds under the Growth Plan as a second round of payments. This financial aid acknowledges Montenegro’s fulfillment of 30 conditions from the Reform Agenda, contributing to a regional total of €6 billion offered by the EU in 2024 to accelerate development and integration.

The report highlighted that Montenegro is also part of the Single Euro Payments Area (SEPA), allowing its financial institutions to participate in streamlined euro payment schemes. This initiative facilitates easier transfers and aims to lower transaction costs, enhancing economic efficiency. The implementation of SEPA in Montenegro began in October 2024, simplifying the process of sending and receiving money from 40 European countries.

Furthermore, Montenegro has been invited to join the Common Transit Convention starting on November 1, 2024. This agreement is expected to expedite the cross-border movement of goods, further integrating Montenegro into European economic frameworks.

Overall, the European Commission’s report reflects a positive outlook on Montenegro’s path towards EU membership, underscoring the nation’s commitment to reform and integration in the region.
