Urgent Call to Rescue Risan’s Historic Library from Decay
The Veljko Ćatović Library in Risan stands on the brink of collapse, suffering from severe neglect that has turned this once-prominent institution into a symbol of shame. The library, which has been closed for years, is plagued by moisture damage, leaking roofs, and pest infestations, raising urgent concerns about its future and the preservation of its collection.
Local residents and officials have expressed dismay over the deteriorating condition of the library, which is situated in a prefabricated structure dating back to the aftermath of the 1979 earthquake. The building, donated by the Tresnjevka Municipality in Zagreb, has seen better days. Its peeling façade and water-damaged walls tell a story of abandonment and neglect, prompting the question: how has such an important cultural institution been left to decay for so long?
Dušan Bojanić, the president of the Risan Local Community, acknowledged the situation in a phone conversation, promising to provide answers regarding the library’s status. Despite his assurances, more than three weeks later, no information has been forthcoming. In an attempt to gather information, inquiries were directed to the Kotor Municipality, but those too have gone unanswered.
Library in Desperate Need of Attention
The library’s physical state resembles that of a derelict hut rather than a hub of knowledge. The building is located on the picturesque coastline, but its charm is overshadowed by its crumbling condition. Dense undergrowth now obscures the structure, making it nearly invisible to passersby. A marble plaque outside reads: “First Library in Montenegro – Library of the Risan Society, 1835,” a reminder of its historical significance.
Inside, conditions are equally troubling. Vladana Samardžić, responsible for organizing library materials, provided an overview of the interior. While the floors and furniture remain intact and some books are carefully stored, the pervasive smell of dampness permeates the air.
Books and membership cards clutter tables, and donations from residents are piled in bags and boxes due to a lack of shelving. The poor lighting and numerous exposed sections of the ceiling contribute to an unwelcoming atmosphere. During a recent visit, the site was found to be leaking, with water streaming down the walls, further compromising the integrity of the collection.
Efforts have been made to address the situation. Radmila Radulović, director of the Nikola Đurković Cultural Center, confirmed that a request was made to the Kotor Municipality’s Secretariat for Culture and Social Activities in December 2023. This request aimed to deploy a staff member from the City Library of Kotor to assist the Risan library, perform an assessment, and help revive its operations.
The response was positive, but Radulović indicated that further inspections revealed the building’s condition was so severely compromised that any financial investment would be futile.
A Community’s Plea for Action
Local residents have voiced their frustration over the library’s condition and have urged authorities to take immediate action. Many recall fond memories of the library as a vibrant community space. Sanja Grkavac, a local, reminisced about her childhood spent in the library, which served as a gathering place during the rainy winters.
She expressed her dismay at witnessing the building’s decline, stating, “It was like a chocolate factory for us. I remember my library card number: 151. That library inspired me to open my own bookstore in Risan.”
The Risan library has a rich history, with claims that it may be the oldest public library in Montenegro, having been established in 1835. According to Marija Starčević, head of the Kotor City Library, the library’s collection comprises approximately 11,116 items. Despite its current state, the books are well-preserved, thanks largely to the dedication of a few staff members and volunteers who have worked tirelessly to maintain the collection.
The library’s future remains uncertain, with no concrete plan for its restoration or relocation. As local authorities continue to deliberate, the pressing need for a temporary space to safeguard the library’s collection becomes increasingly clear.
Residents have pointed out the disparity in funding for new tourism projects versus the neglect of the library. They argue that if there is money for development, there should also be resources allocated for preserving cultural heritage.
In conclusion, if immediate action is not taken, the valuable books and materials within the Veljko Ćatović Library may be irreparably damaged. It is crucial that the local community and officials collaborate to secure a new, safe location for this historic institution, ensuring that the library serves future generations as it once did.
