Site Clearance Begins for Portadown Flood Alleviation Scheme
Site clearance has commenced as part of the ongoing Portadown Flood Alleviation Scheme. The initiative, overseen by the Department for Infrastructure (DfI), includes essential preparatory works such as service diversion and the removal of some trees and vegetation ahead of the bird nesting season. This marks the first phase of a project aimed at addressing the escalating risk of river flooding linked to climate change.
Major Investment in Flood Protection
The £60 million scheme is set to provide enhanced flood protection for over 380 homes and businesses across 21 sites in the Portadown area. The DfI has emphasized the importance of this project, highlighting the increasing severity of flooding events that have affected the region in recent years. Historical data shows significant floods in 1986, 1987, 2009, 2011, 2014, 2015/16, and most recently in 2023.
In October 2011, out-of-bank flooding in Portadown resulted in extensive damage to properties and infrastructure. Subsequent floods in 2014 and 2015 further disrupted the community, underscoring the need for proactive measures to mitigate future risks. The proposed scheme aims to protect against a flood event with a 1% Annual Exceedance Probability, factoring in climate change impacts.
Environmental Considerations in Development
The DfI has stated that it carefully considered expert advice during the planning phase, including an arboricultural impact assessment. As a result, several design modifications were made to minimize tree removal. A spokesperson for the DfI remarked, “The Department fully values the environment and seeks to nurture and develop it as part of our work.”
Where tree removal is unavoidable, the Department plans to reinstate similar species when possible. If reinstatement at the original location is not feasible, compensatory planting in suitable areas will occur, pending agreements with landowners. To date, 1,200 trees have already been planted in the Portadown area as part of these efforts.
The DfI continues to engage with various stakeholders to explore additional opportunities for compensatory planting. This approach reflects a commitment to balancing infrastructure development with environmental stewardship, aiming to reduce the ecological impact while enhancing flood resilience.
As the Portadown Flood Alleviation Scheme progresses, it is clear that the community is taking vital steps to safeguard against future flooding, preparing for the challenges posed by an increasingly volatile climate.
