ICE Detains Toddler and Father in Controversial Minneapolis Arrest
A routine grocery trip in South Minneapolis turned chaotic on March 15, 2024, when federal agents arrested a father and his two-year-old daughter. The incident, which has drawn widespread criticism and concern, has left the local community grappling with the implications of aggressive immigration enforcement tactics.
Elvis Joel Tipan Echeverria and his daughter, Chloe Renata Tipan Villacis, were reportedly stopped by agents from the Department of Homeland Security as they returned home from shopping. What began as an ordinary day escalated into a confrontation that saw Echeverria surrounded by officers while holding his daughter tightly. Bystanders attempted to intervene, with some shouting and blowing whistles, but the situation intensified when chemical irritants were deployed against witnesses.
Images taken by MinnPost photojournalist Ellen Schmidt captured the distressing scene, showing the father and daughter at the center of a chaotic arrest. In a troubling turn, Chloe was not handed over to relatives following the incident, remaining in federal custody alongside her father.
With both her husband and child detained, Deicy Villacis Ruiz now faces the challenge of navigating the immigration court system alone. Her situation has drawn attention from local officials, including City Councilmember Jason Chavez, who emphasized the difficulties she faces while managing the legal and financial burdens of their detention. Chavez noted, “No family should ever go through this.”
In response to the family’s plight, the community quickly mobilized. A fundraising campaign titled “Help Bring 2-Year-Old Chloe and Her Father Home” was launched, raising over $50,000 by the following morning. The funds are intended for essential needs such as legal fees, rent, and living expenses. Chavez stated, “With the permission of the mother, we are reaching out to the community to help us raise funds for lawyer fees, food, bond requests, and resources to keep this family together.”
As public outcry grows, federal authorities have released a conflicting narrative regarding the events. The Department of Homeland Security claims that Echeverria was driving erratically and allegedly committed “felony reentry.” They assert that he refused to comply with commands and that the situation escalated due to the crowd’s actions. Officials alleged that agents attempted to give Chloe to her mother, who was nearby, but she reportedly refused.
The agency described a volatile environment, claiming approximately 120 individuals surrounded their agents, obstructing their exit and causing them to use crowd control measures. In their statement, they concluded that “child and father are now reunited at a federal facility.”
This incident is part of a larger trend of increasing federal enforcement in Minnesota. Following the recent fatal shooting of Renée Good by an ICE agent, the state has seen a significant surge in immigration operations, with 2,000 personnel deployed. Local schools have also become unexpected battlegrounds for enforcement, with reports of ICE detaining students.
In one disturbing case, officials allege that ICE used a five-year-old boy, Liam Ramos, as bait to apprehend his father. School officials contend that masked agents escorted the child to his home to determine who was present, leading to both being taken into custody. While the DHS maintains that they did not target the child, local educators dispute this claim, emphasizing the distressing nature of such tactics.
As ICE operations increase, fear within immigrant communities continues to rise, prompting calls for reform and accountability regarding federal enforcement practices. The community’s response to the recent arrest of Echeverria and Chloe underscores the urgent need for dialogue and understanding in addressing the complexities of immigration enforcement.
