Former East London Pub to Become Flats After 12-Year Vacancy

A vacant pub in East London, the former Railway Tavern, will be converted into residential flats after being empty for nearly a decade. Tower Hamlets Council granted permission on March 7, 2023, allowing property developer IPE Developments to transform the site into two one-bedroom flats. The decision follows a lack of interest from potential tenants to operate the pub.

The pub, located at 131 Globe Road near Bethnal Green, has not been in operation since at least 2014. Under council regulations, pubs can only be repurposed if developers can demonstrate no viable operators have been found. This requires an active marketing effort for at least twelve months at a reasonable rental rate.

In this case, the Railway Tavern was previously rebuilt in 2018, featuring flats above the ground-floor pub. Despite the renovation, the pub remained unoccupied. An earlier application to convert the property into flats was rejected in 2019, a decision upheld by the government’s Planning Inspectorate in 2020. The inspector noted that the proposed annual rent of £45,000 was excessive for the area.

In its latest submission, IPE Developments successfully demonstrated that the building had been marketed as a pub or community space since 2021 at a reduced rate of £25,000 per year. The council’s planning officers concluded that this pricing was appropriate and that the property had been adequately advertised.

The council’s assessment highlighted that the application showed a reasonable demonstration of a lack of demand for the public house. Their evaluation stated, “The proposal has reasonably demonstrated a lack of demand for the public house marketed at an appropriate rental rate. In the context of the evidence provided, the proposed change of use is acceptable.”

The approval marks a significant step in the revitalization of the area, as the council continues to address the needs for residential housing amid ongoing urban development challenges.
