Montenegro’s Special Prosecutor Urged to Investigate Financial Misconduct
Following the arrest of Predrag Dragojlović, the head of the Board of Directors of the Institute “Simo Milošević,” calls for a thorough investigation into his connections with various institutions in Montenegro are intensifying. Jelena Kljajević, a member of the Democratic People’s Party (DNP), emphasized the need for immediate action from the Special State Prosecutor’s Office (SDT) to scrutinize the Development Bank and affiliated organizations.
Kljajević’s statements come in light of media reports concerning Dragojlović’s arrest, which occurred last week as part of a police investigation into an alleged organized criminal group. This group is suspected of misappropriating over €3 million. Kljajević argues that if the allegations prove true, it would necessitate a comprehensive review of every institution linked to Dragojlović’s long-standing engagement in Montenegro.
She stated, “This is not merely an individual case. It raises critical questions about trust in our institutions and sends a message to citizens that the law applies equally to all, whether they claim to be investors and reformers or individuals enriching themselves at the expense of the budget under the guise of development.”
The DNP representative insisted that the SDT must step in without delay to examine whether public funds from the Development Bank have been used lawfully. She highlighted the importance of transparency, stating that the citizens have a right to know who manages their money and in whose interests it is being used.
Kljajević remarked, “The Development Bank is a pillar of the country’s economic policy and must not become a space for opacity, hidden relationships, and questionable business models.” She called for decisive action from the SDT, urging the government to provide full institutional support to restore public confidence in the system.
In February 2023, the Assembly of Shareholders of the Institute “Dr Simo Milošević” convened an extraordinary session where they adopted a restructuring plan and appointed members to the Board of Directors. Among those selected were Dragojlović representing the Development Bank of Montenegro, and others from various sectors, raising further concerns about potential conflicts of interest.
The recent developments have sparked a broader discussion about financial accountability and governance within Montenegro. Kljajević concluded, “As long as I am a member of parliament, I will insist on this without compromise. Montenegro deserves clean, transparent, and accountable institutions.”
The ongoing investigation by the Serbian police highlights a crucial moment for Montenegro, as it seeks to address issues of corruption and restore the integrity of its financial institutions.
