International Competition Announced for Velje Brdo Urban Development

The Ministry of Spatial Planning, Urbanism and State Property has launched an international competition for an urban architectural concept for Block A1, the first phase of the Velje Brdo settlement. Covering a total area of 61,356 m², this site is located on part of cadastral parcel 387/1 KO Velje Brdo. The initiative aims to select the most optimal and clearly defined design solution that unifies urban, functional, aesthetic, and ecological aspects of the area’s development while respecting the natural environment and adhering to sustainable building principles.

According to the Ministry, the winning design for Block A1 will become an integral part of the modifications and amendments to the Spatial Urban Plan of the Capital City of Podgorica. This clearly indicates the significance of the competition in shaping the future urban landscape of the region.

Details of the Competition

The competition officially opened on December 31, 2025, and submissions must be submitted by March 31, 2026, at 12:00 PM local time. The competition will be overseen by a committee appointed by Minister Slaven Radunović. This committee includes a diverse group of professionals, such as Mirjana Đurišić, an architect and acting director of the Directorate of the Chief State Architect, who serves as the committee president.

Other notable members include Svetlana Jovanović, a spatial planner and director of the Agency for Spatial Planning of Montenegro; Vladimir Lojanica, an architect and dean of the Architectural Faculty at the University of Belgrade; and Saša Begović, an architect from the Zagreb Faculty of Architecture and Studio 3LHD in Croatia. The committee also features professionals from various related fields, ensuring a comprehensive evaluation of the submissions.

The competition offers a substantial prize fund, designed to encourage high-quality entries. The awards are structured as follows:
– First Prize: €100,000
– Second Prize: €65,000
– Third Prize: €40,000
– Additionally, there will be two purchases of €10,000 each for commendable entries.

This initiative not only aims to foster innovation in urban design but also seeks to enhance the living conditions in the Velje Brdo area, reflecting a commitment to sustainable development and community well-being. As the competition progresses, the outcomes could significantly influence the future of urban planning in Montenegro, setting a precedent for future projects.
