Site Clearance Begins for Portadown Flood Alleviation Project
The Portadown Flood Alleviation Scheme is officially moving forward with the commencement of site clearance activities. This essential phase includes service diversions and the clearance of trees and vegetation to prepare for Phase 1 of the project, which is strategically timed before the bird nesting season.
According to the Department for Infrastructure (DfI), these initial works are crucial in addressing the increasing risk of river flooding exacerbated by climate change. The proposed £60 million scheme aims to enhance flood protection for over 380 homes and businesses across 21 sites in the Portadown area.
In designing the scheme, the DfI has considered expert advice, including findings from an arboricultural impact assessment. As a result, adjustments have been made to minimize tree removal. A spokesperson for the DfI emphasized the organization’s commitment to environmental stewardship, stating, “The Department fully values the environment and seeks to nurture and develop it as part of our work.”
The spokesperson also noted that areas where trees and shrubs are removed will be replanted with similar species whenever feasible. In cases where this is not possible, compensatory planting will be conducted in suitable locations, subject to agreements with landowners. To date, 1,200 trees have been planted in the Portadown area, and the DfI continues to collaborate with stakeholders to identify further opportunities for replanting.
Flooding has historically affected the Portadown region, with significant events recorded in 1986, 1987, 2009, 2011, 2014, 2015/16, and 2023. The frequency and severity of these flooding incidents are projected to increase due to climate change. Notably, in October 2011, out-of-bank flooding led to damage to properties and infrastructure. Additional floods in 2014 and 2015 further impacted residential properties and businesses throughout the area.
The flood alleviation scheme is designed to withstand a ‘1% Annual Exceedance Probability flood’, which estimates a 1% chance of occurrence in any given year, accounting for the implications of climate change. This proactive approach aims to safeguard the community against future flooding events, ultimately enhancing the resilience of the Portadown area against the growing threats posed by climate change.
