NHS Humber Health Partnership Enters Special Measures Amid Challenges
The NHS Humber Health Partnership has been placed in special measures by NHS England due to ongoing performance challenges. This decision reflects a significant shift in oversight as the partnership, which includes the Hull University Teaching Hospitals NHS Trust (HUTH) that manages Hull Royal Infirmary, will now operate under segment 5 of the National Oversight Framework (NOF).
This framework, introduced last year, evaluates NHS trusts based on critical services such as urgent care, elective services, and mental health. According to the latest NOF quarterly update from December 2023, HUTH ranked 130 out of 134 NHS acute trusts. While it performed above average in effectiveness and patient experience, it struggled with financial stability, patient safety, and access to services.
Challenges and Responses
NHS trusts are categorized into four segments based on their performance, with segment 1 indicating the least challenges and segment 4 the most extensive. Trusts placed in segment 5, like NHS Humber Health Partnership, require intensive support through tailored improvement programmes. This designation indicates that the partnership is facing significant governance and performance issues.
Lyn Simpson was appointed as interim chief executive in July 2025, with reports indicating that an improvement team comprising five senior staff members and an external contractor was established in August. A spokesperson for the partnership confirmed this shift, stating that it had agreed to enforcement undertakings with NHS England, emphasizing the long-standing nature of the challenges faced.
“These issues are not new,” the spokesperson remarked. “Since the summer, we have taken a deliberate decision to surface those challenges openly through the development of our clinically-led Improvement Plan.” This plan, informed by frontline clinicians and teams, outlines clear actions aimed at enhancing patient safety, stabilizing services, and improving care reliability.
Broader Context and Future Steps
The partnership’s improvement plan includes initiatives to strengthen leadership, governance, and organizational arrangements. Northern Lincolnshire and Goole NHS Foundation Trust (NLAG), another component of the Humber Health Partnership, also faced challenges, ranking 115 out of 134 in the December NOF update. Although NLAG saw a slight improvement, it too performed poorly in financial, patient safety, and access to services categories, despite being rated highly for effectiveness and experience.
As the NHS Humber Health Partnership navigates this new phase, it is expected to undergo rigorous oversight and support to address its operational challenges. The commitment to transparency and improvement will be crucial as the organization aims to enhance its service delivery and restore public confidence in its capabilities.
