The future of Ramsey’s Cummal Mooar residential home remains a priority for the Health Minister, Claire Christian MHK, despite ongoing delays in the project. In a recent update, she acknowledged that there is currently no established timeline for the redevelopment of the facility, which has been in limbo since plans to close the existing home were first paused over two years ago.

Project Status and Future Plans

This update comes in response to a written question from Ramsey MHK and former health minister Lawrie Hooper, highlighting concerns over the prolonged inactivity. In March 2024, while Mr. Hooper was still in office, the Department of Health and Social Care had confirmed that the redevelopment was on track. However, by January 2023, Ms. Christian indicated that progress had significantly slowed.

During the latest Tynwald session, Ms. Christian stated that the department has yet to set a date for a financial motion necessary to advance the project. Despite these delays, she emphasized that the redevelopment scheme remains firmly on the agenda. The original plan called for a new 45-bed residential facility combined with a day centre.

In light of changing needs, the department and Manx Care are currently exploring a redesigned model that aligns with the ‘Home First’ approach. This strategy aims to support individuals in living independently for as long as possible, potentially integrating extra care housing with more adaptable nursing provisions. Ongoing discussions involve the Treasury, Manx Care, and the Project Management Unit as part of a broader capital review.

Community Reactions and Concerns

Despite the commitment expressed by the Health Minister, the delays have drawn considerable criticism from local leaders. Mr. Hooper described the situation as “infuriating,” citing that continuous delays and reviews hinder necessary investment in community care facilities. He stressed that a like-for-like replacement of the existing home is crucial to meet local demand.

Ramsey Town Commissioner Juan McGuinness echoed these sentiments, stating that the project has effectively “stalled,” leaving families and carers without essential support. He pointed out that the current home is “long past its best” and urged the government for a definitive commitment and timeline for the redevelopment. He concluded, “Ramsey deserves better,” reflecting the sentiments of many in the community who are awaiting improved care facilities.

As discussions continue, stakeholders hope for a clearer path forward that addresses both the immediate needs of residents and the long-term vision for healthcare in the region.
