Blackheath Station Car Park Development Faces Celebrity Backlash

Plans for the redevelopment of the Blackheath station car park in South London have been recommended for approval, despite facing significant opposition, including from acclaimed actor Jude Law. The proposal, outlined by developer Acorn, aims to construct 45 new homes on the site, which currently features 162 car parking spaces.

The ambitious project includes 20 terraced houses and 25 flats, spread across two blocks standing five and four storeys high, respectively. Lewisham Council’s Planning Committee is set to discuss the recommendations from planning officers during a meeting scheduled for January 27, 2024.

While the plans promise to provide 21.3 percent of the housing as ‘affordable’ by habitable room, they have drawn strong criticism from local residents and businesses. The redevelopment would drastically reduce the number of parking spaces from 162 to just 17, raising concerns about accessibility.

Community Concerns and Celebrity Support

A total of 1,202 objections have been submitted against the development, alongside just 30 supportive comments and 12 neutral remarks. Critics argue that the scale of the new buildings will overshadow the existing terraced homes on Collins Street and disrupt the character of the Blackheath Conservation Area, the first conservation area established in London in 1968.

Local resident Olly Payne expressed his concerns to the Local Democracy Reporting Service (LDRS), stating, “No one is against housing… what we’re really objecting to is this particular application. It’s enormous, you’ve got this big five-storey block so there’s a problem with the massing and scale of the development.” He emphasized the importance of preserving the character of Blackheath, urging the council to consider the implications for future developments.

High-profile figures, including Jude Law and Dominic Cooper, have signed an open letter opposing the plans. Dame Joan Ruddock, a former Labour MP for Lewisham Deptford, also joined the call against the redevelopment, highlighting the community’s strong attachment to the area’s unique character.

Economic Implications and Future Developments

In addition to local resident opposition, over 80 businesses have signed a letter urging Lewisham Council to reject the proposal. They argue that the reduction in parking spaces poses a significant threat to the survival of Blackheath’s independent retailers. Businesses such as Blackheath Natural Remedies and Blackheath Vintners have voiced concerns that the proposed changes could severely impact their operations.

Despite the opposition, Mark Handley, Director at London Farmers Market, previously assured that the Blackheath Farmers’ Market, which operates in the car park every Sunday, would benefit from improved facilities in a new location as part of the development.

Architectural firm John Pardey Architects, responsible for the project’s design, defended the development, suggesting it would transition the area from a car-centric environment to a more vibrant community space. John Pardey stated, “The scheme offers the replacement of a car-centric environment… we are convinced will enhance Blackheath Village.”

While the planning committee prepares to deliberate on the recommendation, the future of Blackheath station’s car park remains uncertain, reflecting the broader tensions between development and conservation in urban environments. The outcome of the meeting on January 27, 2024 will be pivotal in determining the direction of this contentious proposal.
