Plans for Student Flats Proposed in Lancaster City Centre

Plans have been submitted for the transformation of a vacant retail space into student accommodation in the heart of Lancaster. Lancaster Lets has applied for a change of use for the first and second floors of the former Mountain Warehouse located at 43-45 Market Street. The proposal includes converting the upper floors into four student flats and modifying the ground floor to establish a new entrance.

According to the design and access statement, the building currently sits empty following the departure of Mountain Warehouse last year. Despite efforts to rent out the property, interest has been minimal. The statement highlights that the large retail space faces challenges due to the ongoing decline of high street shopping, a trend reflected in the number of vacant retail properties in the area.

Details of the Proposed Accommodation

The application suggests converting the two upper floors into student studios. Each floor will feature two studios, alongside a laundry facility on the first floor. Each studio is designed to accommodate open-plan living, including space for a double bed, wardrobes, a kitchen island for dining, a sofa, and a study area. Additionally, each studio will have its own shower room.

Access to the apartments will be provided through a dedicated entrance, with a yard at the rear designated for the storage of bins and bicycles. The need for additional student accommodation in the city centre has been emphasized in the proposal, which states that revitalizing the building will benefit both the property and the local community.

Next Steps in the Approval Process

The proposed changes to the ground floor shop front involve minimal alterations, with no modifications suggested for the upper floors. The application notes that the current state of the building is detrimental to its overall condition, and activating two-thirds of the space through this proposal is expected to enhance the property’s value.

As of now, Lancaster City Council has yet to make a decision on the planning application, which can be reviewed under reference number 25/00607/FUL on the council’s official website. The outcome of this proposal will play a significant role in addressing the demand for student housing and revitalizing the city centre’s commercial landscape.
