According to Željko Rutović, the President of the Council of the Agency for Personal Data Protection (AZLP), there is a long-standing provision that has been blocked, preventing political parties from accessing personal data from the voter registry.

Parties were only permitted to check existing voter information through a verification interface when making changes. Once the voter registry is finalized, these parties lose that access entirely.
