Teacher Banned from Classroom for Possession of Child Abuse Images

A teacher from Colchester has been permanently barred from the classroom after being discovered with indecent images of children. Steven Spong, who previously taught at Monkwick Junior School, was dismissed in October 2022 following an investigation into his conduct. The inquiry revealed that he had searched for terms related to minors, including “Japanese teenagers” and “schoolgirls,” raising serious concerns about his suitability to work with children.

In July 2022, the police suspended Spong after uncovering multiple indecent images and videos featuring children on his devices. Although Essex Police opted not to pursue further criminal charges, they referred the case to the Teaching Regulation Agency (TRA) for disciplinary action. A misconduct hearing was conducted in early 2023, where key findings emerged regarding Spong’s actions.

The TRA panel identified a total of 16 videos and images that had been uploaded from Spong’s home IP address via two KIK messenger accounts. Among these, nine videos were categorized as “Category A,” the highest level of severity for such material. During the hearing, it was established that some of the children depicted in the images were as young as six years old.

While Spong denied any wrongdoing during the police investigation and disciplinary proceedings, he later admitted to the allegations before the misconduct hearing commenced. Specifically, he acknowledged that he had been searching for adult content featuring individuals who appeared to be under 18, using terms such as “jailbait” to find pornographic materials.

Marc Cavey, the decision-maker for the panel, emphasized the gravity of Spong’s actions, stating, “The panel noted that, whilst the conduct took place outside the education setting, the nature of the alleged conduct relates directly to the conduct expected of those within the teaching profession and the standards which they are expected to uphold.”

The panel concluded that Spong’s behavior was especially concerning given that he served as a teacher in a primary school at the time of the incidents. They determined that his actions posed a potential risk to children, thereby directly impacting his ability to work in an educational environment.

As a result of these findings, Spong has been banned from the teaching profession indefinitely. He will not be eligible to apply for reinstatement, effectively ensuring that he will never return to the classroom. This decision underscores the commitment of educational authorities to maintain a safe environment for students and uphold the integrity of the teaching profession.
