Merseyside Businesses Fined £320,000 for Employing Illegal Workers

Seven businesses in the Merseyside region have collectively faced fines amounting to £320,000 for employing illegal workers, according to the latest data from the Home Office. The penalties, issued as part of a civil penalties update, cover the period from April 1 to June 30, 2023.

These fines highlight ongoing concerns regarding illegal employment practices in various sectors, particularly within the car wash and takeaway industries prevalent in Liverpool. The following businesses were fined for their violations:

– **Capital Auto Wash**, Q-Park Liverpool ONE, Liverpool: £55,000
– **Green Lane Hand Car Wash**, Woburn Hill, Liverpool: £40,000
– **Euro Hand Car Wash & Valeting Centre**, Bowring Park Road, Liverpool: £40,000
– **Supershine Hand Car Wash & Valeting Centre**, Orrell Road, Bootle: £90,000
– **The Lodge Lane Hand Carwash**, Lodge Lane, Liverpool: £55,000
– **Munchies**, Granby Street, Liverpool: £40,000

In addition to these fines, businesses outside Merseyside have also been penalized. **Four Seasons**, located on High Street in Runcorn and currently listed as temporarily closed, received a fine of £45,000. Additionally, **Splendid Hand Car Wash**, situated on Deacon Road in Widnes, was fined £80,000 during the same period.

The Home Office’s quarterly report addresses penalties for employers who fail to pay or are not making regular payments towards a penalty within 28 days of exhausting all objection and appeal rights. Fines can reach up to £45,000 for a first offense per illegal worker and escalate to a maximum of £60,000 for repeat violations.

The government publishes these penalties after all objection and appeal rights have been fully exercised. A report from the Local Government Association and the Independent Anti-Slavery Commissioner in 2020 shed light on exploitative labor practices in the car wash sector. It emphasized that while these businesses are common in local communities, many customers may unknowingly contribute to the cycle of labor exploitation and modern slavery.

A spokesperson for the Home Office remarked, “Illegal working undermines honest employers, undercuts local wages, and fuels the criminal industry of immigration crime. This government is determined to clamp down on that illegal activity in every sector where it occurs, including car washes.” The spokesperson further noted that enforcement actions have increased nationwide, with visits and arrests rising by approximately 50% compared to the previous year, and there are plans to intensify these efforts in the coming months.
