Boy Hospitalized Due to Life-Threatening Neglect by Support Services
A ten-year-old boy was hospitalized in January 2023 after suffering from severe neglect, highlighting significant failures within the support services meant to protect him. The child, identified in a safeguarding review as Abdur, was treated for malnourishment, anaemia, and scurvy, a debilitating vitamin C deficiency that resulted in extreme leg pain and the removal of four teeth.
Abdur’s situation had been known to social services due to his mother’s long-term struggles with heroin and crack cocaine addiction. His family relocated to Oldham in Greater Manchester, where Abdur was placed under a care order two years prior to his hospitalization. This meant that Oldham Council was responsible for his welfare.
Repeated Warnings Ignored by Authorities
The safeguarding report revealed that Abdur’s health deteriorated over several weeks leading up to his hospitalization, with school staff raising alarms 38 times about his rapid weight loss and signs of neglect. His lunchbox frequently contained only “dry, and on one occasion mouldy, bread and water.” Despite these alarming signs, social services failed to act effectively. Instead, they were in the process of stepping Abdur down from his care plan.
At the time of his health crisis, Abdur suffered a knee injury. His parents informed social services that they “did not believe he was in pain,” despite the fact that he was experiencing severe discomfort due to a critical deficiency in vitamins C and D. In a desperate attempt to return to school after a doctor’s appointment, Abdur flagged down a stranger’s car, putting himself at significant risk.
Missed Opportunities in Child Welfare
After two visits to Accident & Emergency and a general practitioner, Abdur’s broader health issues went unrecognized. He was ultimately admitted to a paediatric hospital through his school nurse, where he received urgent care for his “preventable” condition. Experts indicated that had he not received treatment promptly, his condition could have become life-threatening.
The safeguarding review commissioned shortly after the incident revealed “missed opportunities” in Abdur’s care plan. The report stated, “The signs were there.” It emphasized that Abdur had voiced his feelings of unwellness and unhappiness to school professionals. Despite multiple agencies being involved over the year preceding the incident, proper attention was not given to his needs. The child’s voice was often overshadowed by his mother’s “alternative explanations,” which were given more weight in decision-making.
Abdur remains under a full care order at home, living with his mother, stepfather, and half-siblings.
Councillor Shaid Mushtaq, Oldham’s cabinet member for children and young people, expressed deep concern regarding the case. He stated, “This is a deeply distressing case, and my thoughts are first and foremost with Abdur and his family. No child should ever have to experience what they went through, and as a council, we are truly sorry for the pain and trauma they have suffered.”
He further acknowledged that while some professionals displayed dedication and care, there were clear areas needing improvement. “We have taken these findings extremely seriously and acted on the learning points identified,” he added.
The Oldham safeguarding partnership has since implemented significant changes to enhance their safeguarding practices. These changes include earlier identification of risks, improved coordination between agencies, and a renewed focus on ensuring that every child’s voice is heard, understood, and acted upon. Mushtaq concluded by stating that the partnership now operates with greater oversight, stronger challenge, and clearer accountability, emphasizing that improvement is an ongoing journey.
