Montenegro Health Fund Director Dismissed for Contract Violations

The Board of Directors of the Montenegro Health Insurance Fund has dismissed director Vuk Kadić due to serious violations of legal protocols. During a meeting held on November 6, 2025, the board determined that Kadić had signed contracts with foreign healthcare institutions without the necessary approval from the Ministry of Health. This decision reflects the board’s commitment to adhering to legal standards and serving the interests of both the state and its citizens.

In a statement following the meeting, the board emphasized the challenges they faced, citing “obstruction, pressure, threats, and targeting of board members” during their deliberations. They asserted that the public deserves clarity, stating, “Behind the loud statements and political accusations lies a simple truth – the director of the Fund knowingly violated the law and must be held accountable.”

The board reported that the vote to remove Kadić was supported by four out of six members present. A representative from the Union of Employers was absent from the meeting, while a member affiliated with Kadić voted against the dismissal. A representative of the Union remained neutral during the vote.

To ensure the continued operation of the Fund, the board appointed Alexander Ružić, a dentist, as the interim director until a permanent replacement is officially named in accordance with legal procedures. The board’s swift action reflects the need for stability within the organization during this transitional period.
