BBC Faces Ofcom Sanctions Over Gaza Documentary Missteps

The BBC has been sanctioned by Ofcom for breaching its Broadcasting Code in relation to a documentary concerning the ongoing conflict in Gaza. The film, produced by the independent company Hoyo Films, was removed from the BBC iPlayer in February 2023 after it was revealed that the child narrator, Abdullah Alyazouri, is the son of Ayman Alyazouri, who has held a position as Hamas’s deputy minister of agriculture.

Ofcom concluded that the BBC’s failure to disclose this important connection was “materially misleading.” The regulator emphasized that this omission had the potential to undermine the high level of trust audiences expect from a factual programme produced by the BBC, particularly regarding such a sensitive subject as the Israel-Gaza war.

In response to this breach, the BBC will be required to air Ofcom’s findings as part of the sanction process. This decision follows the publication of an internal review by the BBC in July 2023, which confirmed that the broadcaster had indeed violated one of its editorial guidelines related to accuracy. The internal review specifically highlighted the failure to disclose the narrator’s familial ties as a significant oversight.

A spokesperson for the BBC stated, “The Ofcom ruling is in line with the findings of Peter Johnston’s review, that there was a significant failing in the documentary in relation to the BBC’s editorial guidelines on accuracy, which reflects Rule 2.2 of Ofcom’s Broadcasting Code.” The spokesperson further added, “We have apologised for this and we accept Ofcom’s decision in full. We will comply with the sanction as soon as the date and wording are finalised.”
