Despite his previous efforts to support referees, Guardiola’s comments have taken a sharper tone following several contentious decisions that have left City feeling aggrieved.
In a recent match against Tottenham Hotspur, City drew 2-2, a result that sparked an impassioned response from midfielder Rodri. He expressed his belief that the referees must maintain neutrality, stating, “I know we won too much and the people don’t want us to win, but the referee has to be neutral. And for me, honestly, it’s not fair.” His frustration highlights a growing discontent with the officiating standards in both the Premier League and the Carabao Cup.
Key Decisions That Sparked Controversy
Guardiola’s grievances are not unfounded, as there have been multiple incidents over the past weeks that have drawn scrutiny. One significant moment occurred during a match against Newcastle United, where a challenge by defender Fabian Schar on Phil Foden was not penalized. Foden was played through by Jeremy Doku and managed to get a shot off, but Schar lunged in, taking out Foden’s leg without making contact with the ball. The decision not to award a penalty left Guardiola questioning the consistency of officiating, especially after Fulham received a penalty for a similar challenge involving Harry Maguire.
In another incident, a handball appeal against Malick Thiaw was turned down despite Doku’s shot hitting Thiaw’s arm, which City argued was in an unnatural position. The officials ruled the arm was in a natural position, a decision supported by former Premier League referee Dermot Gallagher, who stated it was the correct call under the circumstances.
Further controversy arose with Newcastle’s winning goal, where it appeared Bruno Guimaraes may have been offside. The use of the Premier League’s 5cm grace for offside played a role in allowing the goal to stand, despite Guardiola’s protests about the fairness of such margins.
Another significant moment came when a penalty for Doku was initially denied. Guardiola was visibly upset on the touchline, leading to a booking that subsequently prevented him from participating in the next match, a FA Cup game against Exeter. After VAR reviewed the challenge and awarded a penalty, Guardiola reflected, “I was complaining why it wasn’t a penalty. And after it was – I was right.”

In a match against Bournemouth, a potential goal from Antoine Semenyo was ruled out after a lengthy VAR review determined Erling Haaland was offside and interfering with goalkeeper Nick Pope. Semenyo’s reaction was light-hearted, but Guardiola’s post-match comments reflected a deeper concern: “Four officials and VAR were not able to take the decision, they had to go to the referee. I don’t understand.”
In the Manchester derby, Diogo Dalot escaped a red card for a challenge on Doku that many felt warranted harsher punishment. Post-match, Guardiola stated, “It’s a red card – definitely. But that will not make us grow up,” illustrating his belief that despite the controversial officiating, the team must continue to improve.
Additionally, a handball appeal against Yerson Mosquera was also dismissed. Guardiola confronted the referee after the match, expressing his frustration over the handling of the decisions throughout the game.
The most recent incident that incited Rodri’s outrage involved a goal scored by Dominic Solanke after a controversial challenge on Marc Guehi. Solanke’s goal contributed to Tottenham’s comeback, and while Guardiola did not echo Rodri’s fiery comments, he did express his confusion over the ruling, asking, “If a central defender does that to a striker, it’s a penalty, right?”
