Montenegro Strengthens Multi-Ethnic Commitment in Meeting with OSCE
Montenegro continues to affirm its dedication to multi-ethnic stability in the region. In a meeting on March 15, 2024, Andrija Mandić, the President of the Assembly, engaged with Christoph Kamm, the OSCE’s High Commissioner on National Minorities. Their discussions centered on the importance of building an inclusive, democratic society in Montenegro, emphasizing the parliament’s openness to collaborate with the OSCE in areas such as tension prevention, trust-building, and enhancing the participation of minority communities.
During the meeting, Mandić highlighted key reforms aimed at promoting gender equality. He pointed out the recent legislation requiring that at least 40% of candidates on electoral lists be women, a significant benchmark within the region. Montenegro is also aligning its laws with the European Union’s new directive on gender representation in boardrooms. The Assembly is finalizing the new Gender Equality Strategy for 2026-2029, which focuses on political participation, economic empowerment, digital security, and support for the most vulnerable groups.
Commitment to Minority Rights and European Integration
Mandić noted that Montenegro remains a model of multi-ethnic stability, supported by constitutional and institutional guarantees for minority rights. He emphasized the active participation of minority groups in state institutions, local governments, and the public sector. “I am confident that this is one of the reasons why Brussels recognizes us as a leader in European integration,” he stated.
The commitment to fostering a peaceful and stable environment was a key theme of Mandić’s address. He reiterated Montenegro’s desire to be a reliable partner of the OSCE in enhancing peace, stability, and the European path. The President expressed readiness to work alongside the High Commissioner’s institution to develop additional programs that promote social cohesion and equitable participation of all communities in democratic processes.
As Montenegro continues to navigate its role in regional politics, the emphasis on inclusivity and collaboration with international organizations like the OSCE demonstrates its determination to uphold democratic values and strengthen its multi-ethnic fabric.
