Local Government Plans to Remove 800 Tons of Waste Tires

A significant environmental initiative is underway in the municipality near Orjen, where plans are being developed to eliminate over 800 tons of illegally dumped waste tires. This decision follows a meeting between municipal representatives and the Agency for Environmental Protection, part of the Arhus caravan initiative aimed at raising environmental awareness.

The municipality intends to prepare a project to secure funding from the Eko-fond for the removal of these tires, which pose a serious ecological threat. According to Ivan Otović, the municipality’s vice president, the presence of these illegally stored tires at the border of the Orjen Nature Park has been a persistent issue. He emphasized the local government’s commitment to address this problem effectively.

“We have a clear intention to start resolving this issue, and it is commendable that the Agency for Environmental Protection has provided essential support,” Otović stated. “We need to apply for funding to begin the process of removing the waste tires from this site. It is crucial to address all ecological black spots in our municipality.”

The local government has previously implemented successful environmental actions, but Otović acknowledged that many inherited issues remain unresolved. He pointed out that waste management is not a strong suit at the national level. Yet, he asserts that Montenegro’s evident approach towards joining the European Union necessitates responsible waste management practices.

The upcoming project will not only focus on tire removal but will also prioritize the protection of the Plava špilja, a natural monument currently not recognized in any legal act in Montenegro. Funding of €28,000 has been allocated in the draft budget for 2026 for a study concerning its protection. “This site is a significant tourist attraction and must be viewed from multiple perspectives,” Otović added.

In addition to the tire removal initiative, a contract will be signed with the Agency for Environmental Protection to develop a protective study for Plava špilja. Otović expressed optimism about the outcomes of this study, highlighting the involvement of local stakeholders in the process.

The Arhus caravan initiative serves as an informative and educational campaign aimed at engaging all municipalities in Montenegro. It encourages citizens to ask questions related to environmental protection, with a particular focus on waste management and illegal dumps.

Bojana Obradović from the Agency for Environmental Protection noted that the initiative seeks to enhance the implementation of the Arhus Convention at the local level. “Citizens have the right to inquire about any environmental protection issues,” she stated. “Our focus has been on waste management, illegal dumps, and tire storage. We aim to work collaboratively with all stakeholders involved in the Arhus caravan initiative to find effective solutions.”

The Arhus Convention, established under the United Nations Economic Commission for Europe, defines the rights of individuals and civil society organizations regarding environmental matters. It ensures the public’s right to access environmental information held by governmental bodies, participate in decision-making processes, and seek redress if their rights are violated.

With these initiatives, the local government aims not only to resolve pressing ecological issues but also to foster a culture of environmental responsibility among citizens, paving the way for sustainable development in the region.
