Heatherton Holiday Park Expansion Receives Approval for Amendments

Amendments to the expansion of a holiday park in Heatherton, located on the outskirts of Tenby, have received approval from the Pembrokeshire County Council. The planning committee recommended the changes during its meeting in November 2025, which aims to enhance an earlier scheme that was initially sanctioned in late 2021.

The application, submitted by Lewis Davies, sought to make minor variations to a previously approved project for the addition of 20 lodges at Florence Springs, part of the Heatherton World of Activities complex. The original plan included the construction of a manager’s dwelling, a linked meet-and-greet office building, an amenity lake, and other associated works.

At the November meeting, council members reviewed a report noting that construction had already commenced on the manager’s dwelling. However, work had halted, and there was no current building activity on site. The proposed amendments involve increasing the eaves and ridge height of the dwelling by 500mm, adding an internal covered balcony to the rear elevation, and making minor adjustments to the building’s windows and cladding.

During the meeting, Davies explained that the revisions were intended to optimize the previously approved design. He stated, “These slight design changes are just us trying to make the most of the application previously approved.”

Support for the amendment came from Cllr Rhys Jordan, the county councillor for the ward of St Florence, who praised the applicants as “a well-known family who provide an excellent year-round tourism facility.”

The proposal received strong backing from committee members. Cllr Brian Hall moved for approval, noting the busy nature of the facility, and Cllr Chris Williams seconded the motion. The committee members unanimously supported the amendments, reflecting a shared commitment to promoting local tourism and development.

The full council had originally approved the overall scheme in late 2021, despite initial recommendations for refusal by planning officers, highlighting the evolving nature of local development discussions in Pembrokeshire.

With the amendments now authorized, the expansion of Heatherton’s holiday park is set to proceed, contributing further to the region’s tourism offerings and economic growth.
