U.S. Unveils Comprehensive Peace Plan for Gaza, Aims for Stability

The White House has announced a comprehensive peace plan for Gaza, spearheaded by U.S. President Donald Trump. This long-awaited initiative aims to end hostilities and establish a framework for a stable and secure region. Key components of the plan include Israel’s commitment to refrain from occupying or annexing Gaza, the immediate cessation of conflict, and the establishment of a “deradicalized zone” free from terrorism.

The proposal outlines several crucial elements that could bring about an immediate end to the conflict, provided both parties accept the terms. It includes the withdrawal of Israeli forces, the release of hostages, and a comprehensive reconstruction process for Gaza under international supervision. Following a meeting with Israeli Prime Minister Benjamin Netanyahu, Trump expressed optimism, stating that the agreement could lead to “eternal peace in the Middle East.”

Key Provisions of the Plan

According to the official announcement, the primary goals of the peace plan are as follows:

1. **Establishment of a Deradicalized Zone**: Gaza will be transformed into a zone devoid of terrorism, ensuring it does not pose a threat to neighboring regions.

2. **Immediate Cessation of Hostilities**: If both sides agree, fighting will end instantly. Israeli forces will withdraw to an agreed line, facilitating the release of hostages. During this period, military operations, including airstrikes and artillery bombardments, will be suspended.

3. **Hostage and Prisoner Exchange**: Within 72 hours after Israel publicly accepts the agreement, all hostages, both living and deceased, will be returned. In exchange, Israel will release 250 prisoners serving life sentences and 1,700 Palestinians detained after October 7, 2023, including women and children.

4. **Humanitarian Aid and Reconstruction**: Full humanitarian assistance will be allowed into Gaza immediately upon agreement acceptance. This includes aid consistent with the January 19, 2025, humanitarian assistance agreement, focusing on rebuilding infrastructure such as water, electricity, and sanitation, as well as hospitals and bakeries.

5. **Transitional Governance**: A temporary, apolitical Palestinian committee will oversee daily public services in Gaza, monitored by an international body named the “Committee for Peace,” led by Trump and other state leaders, including former British Prime Minister Tony Blair.

Path to Economic Revitalization

The plan also emphasizes economic development. An economic revitalization panel will be formed, consisting of experts experienced in creating successful modern cities in the Middle East. This panel will evaluate international investment proposals aimed at facilitating security and governance frameworks to attract investments that can generate jobs and opportunities for Gaza’s future.

A special economic zone will be established, with preferential customs and access rates negotiated with participating countries. Importantly, no one will be forced to leave Gaza; those who wish to depart will be free to do so and return at their convenience.

Hamas and other factions are required to have no role in Gaza’s governance, whether directly or indirectly. All military and offensive infrastructure, including tunnels and weapon manufacturing facilities, will be destroyed and not rebuilt. The demilitarization process will be monitored by independent observers, ensuring a permanent disarmament through a structured demobilization process.

Donald Trump‘s administration will collaborate with Arab and international partners to develop temporary International Stabilization Forces (ISF) to facilitate immediate deployment in Gaza. The ISF will assist verified Palestinian police forces and work with Jordan and Egypt on internal security matters, preventing arms from entering Gaza while enabling the efficient flow of goods for reconstruction.

As the ISF establishes control, the Israel Defense Forces (IDF) will gradually withdraw based on benchmarks related to demilitarization, aiming for a secure Gaza that no longer poses threats to Israel or its citizens.

Should Hamas reject this proposal, the humanitarian provisions will still be implemented in areas free from terrorism that the IDF hands over to the ISF.

This peace initiative marks a significant step toward not only rebuilding Gaza but also fostering a climate of tolerance and coexistence, which could pave the way for credible pathways toward Palestinian self-determination and statehood. The United States is committed to facilitating dialogue between Israel and Palestinians to establish a political vision for peaceful coexistence.
