Milatović Advocates Citizen Engagement in Political Reform
During a recent meeting in Danilovgrad, Jakov Milatović, the President of Montenegro, emphasized the importance of engaging directly with citizens rather than remaining isolated in political offices. Milatović’s approach aims to address the concerns of the populace and identify areas where both the state and local government can improve services and governance. He stated, “Montenegro does not need politicians closed in cabinets, but rather conversations with citizens in every municipality and village.”
The meeting, held in conjunction with Aleksandar Grgurović, the Mayor of Danilovgrad, focused on listening to residents’ grievances. Milatović expressed his intention to hear from the community about feelings of injustice and the state’s shortcomings.
Call for Political Reform
Milatović highlighted the necessity for reform within the political system, arguing that the current model fails to deliver the results citizens expect. He pointed out that Montenegrin citizens lack full electoral freedom, noting that they do not directly elect local mayors, and that closed party lists create a disconnect between politicians and the public. He proposed the introduction of open lists, allowing voters to select individual candidates rather than being restricted to party affiliations. This reform, according to Milatović, would enhance democracy and increase the accountability of elected officials.
To ensure that citizens have a say in this proposed reform, Milatović announced plans to hold a referendum on the issue.
Economic Focus and Agricultural Support
In addition to political reform, the President discussed the urgent need to refocus state policy on economic development. He recognized the challenging economic climate, marked by insufficient growth and high inflation rates. “Instead of achieving a growth rate of four or five percent, we are experiencing a combination of low growth and high prices,” he said.
Milatović argued that a serious discussion about a new, sustainable economic growth model is vital. He highlighted the current low competitiveness of Montenegro’s economy, noting that for every €100 imported, only about €12 is exported. He pointed out that tourism is declining, with decreasing revenues and investments, which necessitates a shift towards a knowledge-based economy focused on production and export.
He also emphasized the critical need to increase both the agricultural and capital budgets to provide real developmental opportunities for rural areas. “The only way to keep people in rural areas is to increase funding for agriculture, boost subsidies, and ensure that support reaches the producers,” he stated.
Moreover, Milatović called for reforms in the management of state-owned enterprises, insisting that they should serve as engines of development rather than tools for political interests. He proposed that sound governance of these enterprises be integrated into the constitutional framework of Montenegro.
On the topic of European integration, Milatović underscored the need to accelerate reforms to enable Montenegro to reap the benefits of EU membership sooner rather than later, particularly in terms of investments, job creation, and institutional stability.
In closing, Milatović reiterated his commitment to making Danilovgrad a model for how economic reforms, agricultural support, and effective use of national and EU funds can enhance the quality of life for citizens. He believes that these discussions with citizens across all municipalities are essential for defining priorities and restoring political accountability to the people.
